The “Book Coffee Library” model is a cultural space that harmoniously combines reading books, newspapers, enjoying coffee, relaxing the mind, and strengthening comradeship. At the same time, it is also a place to organize activities such as: propaganda, introducing books, circulating books from the Naval Region 3 Library to libraries, reading rooms, Ho Chi Minh rooms of units; organizing seminars, exhibitions, storytelling competitions, book exhibitions, cultural and artistic exchanges, etc.

Immediately after the launch, many officers and soldiers from agencies and units came to the Naval Region 3 Library to learn knowledge and relax in the new space of the "Book Coffee Library".

The model was launched as a practical activity to welcome the 14th Congress of the Navy Party Committee, term 2025-2030; towards celebrating the 80th anniversary of the August Revolution and National Day September 2; 50th anniversary of the establishment of Naval Region 3 (October 26, 1975 - October 26, 2025).
