Ensure construction progress of works and projects

The Than Uyen Town Urban Infrastructure Project (now Tan Uyen Commune) was directed by the Provincial Project Management Board for Investment and Construction of Civil and Industrial Works to speed up the construction progress.

Implementing the direction of the Provincial People's Committee in Official Dispatch No. 2828/UBND-TH dated June 13, 2025 on the handover of documents, finances, and assets to implement the transition of public investment programs and projects to implement a 2-level local government. The Provincial Management Board for Investment and Construction of Industrial and Civil Works established a team to receive and hand over documents, starting from June 16, 2025. During the implementation of the task, there have been many changes compared to the previous tasks of the Board. The number of projects and works has increased (receiving about 2,500 projects) including many fields such as: transportation, irrigation, water supply and clean water... The scope of construction of works and projects is widespread throughout the province. At the same time, the number of cadres and civil servants transferred to the Board is 23 comrades; establishing an additional Finance Department, changing the functions and tasks of the Planning - Finance Department. In addition, the Board reviewed the functions, tasks, organizational structure, re-evaluated job positions, the number of employees assigned, and compared them with the capacity and expertise of the staff at the unit and the 23 received staff to arrange suitable positions.
As for the handed over projects, the Board will accept them as they are (complete legal and financial documents, implementation status, disbursement plan and results). The handover documents must clearly identify the amount of capital used, the remaining capital, the workload, ensuring that the new unit has sufficient basis to continue implementing and settling payments when the project is completed. Establish a monitoring team; for projects under construction, regularly conduct field inspections on progress and quality.
Talking to us, Mr. Pham Dang Lich - Deputy Head of the Provincial Department of Investment and Construction of Industrial and Civil Works said: During the handover process, the parties have agreed on the form and method of handover between the field and related legal documents. The handover ensures complete records and documents, avoids loss and ensures compliance with regulations. Immediately after receiving the handover, the Department urgently requested the units to continue construction on the site to ensure progress.
One of the projects the Board received was the Than Uyen Town Urban Infrastructure Project, the old Than Uyen District. The project has a total investment of 100 billion VND, constructed by Khanh Hung One Member Co., Ltd. (Lai Chau Province); using central budget capital. Construction period is 30 months (from September 12, 2023 to March 12, 2026). To date, the implementation volume has reached 46.12% of the contract value; the project is invested with the goal of completing urban traffic and drainage infrastructure according to the general planning of Than Uyen Town (now Than Uyen Commune); environmental treatment, creating urban landscape, socio -economic development, improving health, material and spiritual life for the people. The project includes the main items: construction of 4 inner-city roads with a total length of 3.2km; drainage canal system, embankment, ditch, roadbed and surface and other auxiliary items...
Mr. Doan Van Trong - Head of Technical Department, Provincial Management Board of Investment and Construction of Industrial and Civil Works shared: “After receiving the Than Uyen Town Urban Infrastructure Project, the staff department of the Board has a plan to ensure progress. In particular, coordinate with the Provincial Land Fund Development Center to completely resolve existing problems in site clearance. Request the construction contractor to develop a detailed and specific plan for the remaining workload and speed up the construction progress”.

In particular, focusing on selecting contractors with sufficient capacity and experience; managing quality and progress according to the contract and regulations of law on construction and public investment. Assigning specialized departments to advise and organize the implementation and supervision of projects. Strictly control the quality of design documents, minimize arising issues and adjustments. Regularly inspect project sites; hold meetings with contractors and specialized departments to evaluate the progress and quality of ongoing works.
