Reviewing land procedures for the High-tech Pig Farm Project

On the morning of September 17, Vice Chairman of the Provincial People's Committee Tran Phuoc Hien chaired a meeting regarding land procedure problems for the High-tech Pig Farm Project in My Trang village, Khanh Cuong commune.

The Anh Binh Minh High-Tech Pig Farm Project in My Trang Village, Khanh Cuong Commune, was approved for investment by the Provincial People's Committee in April 2018. The project has a total area of ​​nearly 210,000m2, with a total investment of 120 billion VND. To date, compensation and site clearance work has been completed.

According to the report of the Department of Agriculture and Environment, the project has been included in the 2019 land use plan and is consistent with the planning until 2030 of the old Duc Pho town. However, the provisions of the 2013 and 2024 Land Laws on agricultural land leasing are still inadequate, making it impossible to implement the project. In November 2024, the province sent a document requesting the Central Government's opinion and is waiting for a response.

Vice Chairman of the Provincial People's Committee Tran Phuoc Hien affirmed that the province will accompany investors to resolve difficulties. Khanh Cuong commune is required to review and adjust the planning in accordance with regulations, coordinate with relevant departments and branches to re-establish the current land use status, and complete before November 15, 2025.

The Department of Agriculture and Environment advised the Provincial People's Committee to issue a document directing the handling of similar cases in the province. Provincial leaders, together with the Department of Agriculture and Environment and enterprises, worked with the Ministry of Agriculture and Environment to seek advice and resolve problems. At the same time, the Department of Finance had to review the investment policy and guide investors to make appropriate adjustments, especially regarding livestock technology, environmental impact, total investment and implementation progress. Enterprises committed to not affecting the lives of surrounding people and the environment.

The Vice Chairman of the Provincial People's Committee emphasized that if any difficulties arise during the implementation process, localities, departments and branches need to promptly report to resolve them together, ensuring the project is implemented soon.
