Speech by Comrade Nguyen Manh Hung, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, Chairman of the Provincial Emulation and Reward Council at the ceremony to celebrate the 95th anniversary of the founding of the Communist Party of Vietnam (February 3, 1930 - February 3, 2025)

Dear Vietnamese Heroic Mothers, Armed Forces Heroes, Labor Heroes, and revolutionary elders!
Dear delegates, distinguished guests, and all the people!
Today, in the joyful atmosphere of the first day of the new spring, at the solemn ceremony celebrating the 95th anniversary of the founding of the Communist Party of Vietnam, I am honored to represent the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province, the Provincial Emulation and Reward Council to send to the provincial leaders, former provincial leaders of all periods; Vietnamese Heroic Mothers, Heroes of the Armed Forces, Heroes of Labor, veteran revolutionaries, distinguished delegates and guests, and all comrades my best wishes for health and happiness, and wish the Party Committee and people of the province many new victories and new successes!
Dear delegates, distinguished guests and all people!
After 77 years since President Ho Chi Minh issued the Call for Patriotic Emulation (June 11, 1948), our country has been launching many emulation movements in all fields, creating great material and spiritual strength, encouraging and motivating the people of the whole country, arousing love for the homeland, the will of self-reliance, effectively mobilizing human resources, wealth and strength of the people to overcome all difficulties, challenges and hardships, creating glorious victories for the Vietnamese revolution in the cause of building and defending the socialist Fatherland of Vietnam. Patriotic emulation has become a precious tradition, a priceless asset, a cultural beauty imbued with the identity of the Vietnamese people.
In recent years, implementing the Resolution of the 13th National Party Congress, the Resolution of the 20th Provincial Party Congress and the resolutions of the Party Congresses at all levels for the 2020-2025 term, in the province, patriotic emulation movements have been organized and implemented effectively, strongly promoting patriotism and the strength of great national unity, encouraging and motivating people at all levels, sectors and classes to overcome many difficulties and challenges, achieving important and comprehensive achievements in all fields, creating many outstanding marks in the past time.
2025 is the final year of implementing the 5-year socio-economic development plan 2021 - 2025, which is of special importance, with many important anniversaries of the Party, the country, the province and the year of organizing party congresses at all levels towards the 14th National Congress of the Party; all levels, sectors, localities, agencies and units strive to achieve the highest level of socio-economic targets for the 5 years 2021 - 2025 according to the Resolution of the 20th Provincial Party Congress, creating favorable premises for a breakthrough for Thai Binh to enter a new era - the era of the Vietnamese nation's rise.
To successfully complete the set goals, tasks and socio-economic targets, and make achievements to celebrate the important holidays of the Party, the country and the province: 135th anniversary of the province's founding; 50th anniversary of the liberation of the South, national reunification, 80th anniversary of the August Revolution and National Day of the Socialist Republic of Vietnam; on behalf of the Provincial Party Committee, People's Council, People's Committee, Vietnam Fatherland Front Committee of the province, the Provincial Emulation and Reward Council, I launch a patriotic emulation movement in the whole province with the following main contents:
Firstly , the provincial departments, branches, sectors, unions; People's Committees at all levels, enterprises and people in the province:
- Actively compete and strive to fulfill the goals set forth by the resolutions of party congresses at all levels, contributing to the completion of socio-economic development, security and defense goals according to the Resolution of the 20th Provincial Party Congress.
- Effectively reorganize the apparatus, ensuring unified management by sector and field from the province to the grassroots level. At the same time, develop a plan to arrange and assign cadres, civil servants and public employees, clearly identify the number of redundant cadres, civil servants and public employees associated with streamlining the payroll; assess the quality of the cadres, civil servants and public employees based on the requirements of the job positions at the new agencies, organizations and units to arrange, reorganize, streamline the payroll and restructure the cadres and civil servants in the direction of "the apparatus must be streamlined - cadres must be proficient".
- Actively participate in emulation movements launched by the Central and the province; in which the focus is to organize the implementation of the peak emulation campaign "300 days of joining hands to eliminate temporary and dilapidated houses" in Thai Binh province, striving to complete the elimination of temporary and dilapidated houses in the province by the end of September 2025. Continue to review and remove bottlenecks and knots in mechanisms and policies to contribute to promoting the socio-economic development of the province.
- Based on the functions, tasks and characteristics of the locality and unit, launch emulation movements in each area of life, economy, culture and society, associated with promoting "Studying and following Ho Chi Minh's ideology, morality and lifestyle"; organize practical, economical and effective cultural and sports activities to celebrate major holidays of the Party, the country and the province to arouse the spirit of solidarity and strive to successfully complete the set targets and tasks for 2025.
Second , the Fatherland Front and socio-political organizations of the province actively propagate and mobilize members in the province to respond and actively participate in emulation movements, creating a vibrant competitive atmosphere in all aspects of economic and social life, contributing to building Thai Binh homeland to be increasingly civilized and modern.
Third , strengthen propaganda about the historical significance of major holidays of the Party, the country and the province. Propaganda about new factors, advanced models, good people and good deeds to promote and encourage emulation movements, create spread and consensus in social life.
With that spirit, I call on all levels, sectors, localities and people in the province to promote the patriotic tradition of Thai Binh homeland, strive to compete, create a vibrant atmosphere, contribute to successfully implementing the task of socio-economic development, and build Thai Binh province to be increasingly developed, civilized and prosperous.
On the occasion of the New Year of At Ty 2025, I would like to send to the delegates attending the 95th anniversary of the founding of the Communist Party of Vietnam my best wishes, wishing the emulation movement of our province to achieve even more success!
