FROM MASS TO HIGH QUALITY

Currently, there are many different training programs at universities. For example, Ho Chi Minh City University of Industry has a general program, a high-level program, an international joint program, and an international high-level program. Ho Chi Minh City University of Banking has a high-level regular university program, a dual-degree international regular university program, and a standard regular university program.

The University of Finance and Marketing has a standard program, a special program, a full English CLC program, and a CLC program. However, by 2023, the school will no longer call it the CLC program but will change it to an integrated program.

Ho Chi Minh City University of Technical Education has a Vietnamese CLC program, an English CLC program; Ho Chi Minh City University of Economics and Law also has a CLC program, a CLC in English, a CLC enhanced with French, a CLC in English integrated with international certificates (accounting); Ho Chi Minh City University of Technology has an advanced English program, an English CLC program; Ho Chi Minh City University of Natural Sciences has a CLC program, an advanced program, a Vietnam-France joint program; Ho Chi Minh City University of Information Technology also has an advanced program, a Japanese-oriented CLC program; Ho Chi Minh City University of Social Sciences and Humanities, in addition to the general program, also has a CLC...

It should not be called "mass training"

Associate Professor, Dr. Dang Ngoc Le, Vice President of the Vietnam Linguistics Association, President of the Ho Chi Minh City Linguistics Association, said: "Mass means popular, widespread. To distinguish it from other training programs, the Ministry of Education and Training should replace the word mass program with standard program. Standard is common for all students currently studying."

Similarly, according to Associate Professor, Dr. Dang Ngoc Le, some programs with similar content should be unified into a common name to avoid confusion for candidates and parents. For example, special programs of some schools with the same goals and training methods as the CLC program should only be called CLC according to regulations of the Ministry of Education and Training...

Ho Chi Minh City University of Economics has a talented bachelor's program in business administration, international business, marketing, finance and banking, accounting and an accounting program with international certificates. Van Lang University has a special training program with the goal of enhancing foreign language skills, experience, focusing on training thinking and adaptability...

In addition to the advanced and CLC programs, Foreign Trade University also has an international career-oriented logistics and supply chain management program, an international business program following the advanced Japanese model, an ACCA career-oriented accounting and auditing program, an international business law CLC program following the professional practice model, etc.

DIFFERENT STUDY CONDITIONS, TUITION FEES, AND OUTPUT STANDARDS

Dr. Nguyen Trung Nhan, Head of Training Department of Ho Chi Minh City University of Industry, said that the school recruits and trains many programs to help candidates have more options suitable for different conditions and circumstances.

Regarding the input, Dr. Nhan said that the benchmark score of the CLC program depends on the quota and the number of candidates applying. At Ho Chi Minh City University of Industry, the quota for this program is usually 20%.

Regulations on naming programs of the Ministry of Education and Training

According to the Ministry of Education and Training, the mass program is aimed at university-level training that is being legally implemented at training institutions, with tuition ceilings according to current Government regulations (for public training institutions).

Foreign training program is a program being applied at a university in the region or in the world that has been recognized as meeting quality standards by a reputable quality assessment organization or has been permitted by the competent authority of that country to implement and grant degrees, and is used as a reference to build and develop the high-quality training program of the training institution.

In addition, Decree 86 also mentions integrated education programs, which are Vietnamese programs integrated with foreign education programs to ensure the goals of Vietnamese education programs; joint training programs are cooperation between Vietnamese and foreign universities to implement training programs to grant degrees or certificates.

At the University of Finance and Marketing in Ho Chi Minh City, the mass program is called the "standard program". "With the integrated program, the amount of knowledge learned in English accounts for 20 - 40% and is integrated with other advanced training programs. If the tuition fee for the standard program is 25 million VND/year, the CLC program is 40 million VND/year...", shared Master Nguyen Thi Kim Phung, Deputy Director of the Center for Admissions and Business Relations.

Similarly, students of the CLC program at Ho Chi Minh City Banking University also study enhanced English and specialized subjects in English, learn many soft skills topics, classes have only 40 students, lecturers are masters and doctors graduated from abroad... However, students have to pay a tuition fee of 35 - 36 million VND/year, while the standard regular program is 14 - 15 million VND/year.

At Foreign Trade University, the advanced information program is an imported program from a foreign partner school, taught in English, while the CLC program is designed to approach the advanced program, the language of instruction is English. The estimated tuition fee for the 2023-2024 school year for the general program is 25 million VND/year, the CLC program is 45 million VND/year and the advanced program is 70 million VND/year.

The Bachelor of Talent program of Ho Chi Minh City University of Economics is also taught 100% in English and according to the school's information, it is recognized by FIBAA (Swiss educational quality accreditation certificate) and CPA Australia, affirming the quality meets international standards.

OPINION

The right to name but should not be ambiguous, illusory or misleading

University education today is a market, so if not banned, schools have full rights to name their training programs. And looking at it positively, it is diversifying products to meet the needs of learners - customers. It is important that information is transparent and clear, not vague, causing illusions or confusion. Besides, how to make the training quality commensurate with the name and the tuition fees that learners have paid.

Easy to work in foreign companies

I found the CLC program to be better in terms of facilities and the curriculum is entirely in English, while the general classes are only taught in Vietnamese. That's why most of us have been accepted into foreign companies before graduating and have relatively high incomes.

Thus, it can be seen that the biggest difference between the standard program and the advanced, integrated, special programs... at universities is that students have to pay higher tuition fees, study in English (30%, 50% or 100% of the program depending on the school) and have higher English output standards as well as soft skills. With that tuition fee, students can study in classes of 40 - 50 students, equipped with modern rooms, air conditioning, lecturers are qualified people who are selected more strictly...

Explaining further why universities recruit and train many programs, Dr. Nguyen Anh Vu, Head of Admissions Consulting and Brand Development Department of Banking University of Ho Chi Minh City, said: "Previously, there were only regular mass programs, schools did not have the conditions to provide added values ​​for those who could afford to enjoy a better educational environment. Currently, candidates have more and more options that suit their conditions. With the existence of many training programs, universities can reconcile different needs while still ensuring that the majority of candidates have the opportunity to access university education."
