
The project has an operating period of 50 years and focuses on development along major rivers including the Han, Co Co, Vinh Dien, and Cam Le rivers. According to the plan, the city will invest in the construction, renovation, and expansion of 20 inland waterway terminals and supporting facilities, on a total land area of over 15 hectares.
Notably, a riverside landscaped park, covering over 25 hectares, will be built behind the 11 wharves to create a green space, promote sustainable tourism development, and enhance the attractiveness of the riverside areas.
Besides serving the goal of tourism development, the port system also plays a crucial role in public water transport. These will serve as passenger pick-up and drop-off points, connecting the city center with surrounding areas, and helping to alleviate pressure on the increasingly overloaded road transport system.
The project encourages the use of boats powered by clean fuels or green energy, which are environmentally friendly. The boats will have capacities ranging from 100–300 passengers to larger ones of 300–500 passengers, meeting diverse tourism and travel needs.
This project is divided into two phases, with the following specific implementation schedule: Phase 1 (2025 – 2030) involves the construction of 7 inland waterway terminals along the Han River, from Thuan Phuoc Bridge to Tien Son Bridge, along with a system of landscaped parks, the purchase of tourist boats, and the organization of performing arts programs on the river – a unique cultural tourism product.
Phase 2 (2028 – 2031) includes two component projects: constructing nine wharves along the Co Co and Vinh Dien rivers and completing the remaining four wharves along the Cam Le river.
Investors will have to complete the procedures regarding planning, land, environment, and deposit investment security within 3 years from the date of land allocation in each phase.
The long-term goal of the project is to develop innovative waterway tourism products, ranging from scenic river tours and high-end culinary and entertainment cruises to passenger transport between tourist destinations in and outside the city center.
According to the Da Nang Department of Tourism, with over 90km of inner-city waterways, the city has all the necessary conditions to develop waterway transportation and tourism. This project will leverage existing natural advantages, create more "riverfront" for the city, attract investors, and enhance the visitor experience.
Upon completion, the inland waterway infrastructure system is expected to not only be a scenic highlight but also a driving force promoting Da Nang's future green, sustainable, and riverside urban model.
