Shorten to 2 days to process ship registration procedures

According to Decision 1732/QD-BXD of the Ministry of Construction , 9 administrative procedures in the field of maritime and inland waterways are streamlined, the process is modernized, and the form of online application submission is expanded. The decision takes effect from October 30, 2025, signed and issued by Deputy Minister Nguyen Xuan Sang under the authorization of the Minister of Construction.

According to the Ministry of Construction, the amendment and supplementation of administrative procedures this time aims to reform and standardize management processes, ensure transparency, and facilitate organizations and individuals in the process of registering and managing water vehicles, while reducing time and costs for people and businesses.

Decision 1732/QD-BXD was issued based on regulations on administrative procedure control, especially Decree No. 247/2025/ND-CP dated September 15, 2025 of the Government , amending and supplementing a number of articles of decrees related to registration, deregistration, purchase and sale, and new construction of seagoing vessels.

The Decision also includes an appendix stating 9 administrative procedures under the management authority of the Ministry of Construction in the field of maritime and inland waterways that have been amended, including: Approval of naming of ships; Indefinite ship registration; Termed ship registration; Temporary ship registration; Registration of ships under construction; Registration of small ships; Re-issuance of ship registration certificates; Deregistration; Registration of changes to information recorded in ship registration certificates.

A notable point in the administrative procedures amended in the Decision is the shortening of the time for processing documents. For most procedures, the processing time is no more than 2 working days from the date the ship registration authority receives all valid documents.

Organizations and individuals can submit applications in three ways: directly at the registration office, by post or through the Online Public Service system.

If the application is invalid, the registration authority is responsible for providing instructions for immediate completion when submitting directly; Within 2 working days if received by post; Within 8 working hours if submitted via Online Public Services.

According to the new regulations, the fee for indefinite ship registration is calculated based on the total registered tonnage (GT) of the ship, specifically: Under 500 GT: VND 3,000/GT/time (minimum VND 300,000); From 500 to under 1,600 GT: VND 2,500/GT/time; From 1,600 to under 3,000 GT: VND 2,000/GT/time; From 3,000 GT or more: VND 1,500/GT/time.

Other procedures are calculated as a percentage of the indefinite registration fee: Temporary or term registration: 30%; Re-issuance of Certificate: 10%; Registration of information change: 5%.

The procedures for approving ship naming and deregistration do not charge any fees.

In addition, the Decision also stipulates the age requirements for used foreign-flagged ships, submarines, submersibles, floating storage facilities and mobile platforms registered in Vietnam. Specifically, passenger ships must not be older than 10 years, while other types of ships must not be older than 15 years.

The agencies implementing the Decision include the Vietnam Maritime and Waterways Administration, Maritime and Waterways Sub-Departments, and authorized Maritime Port Authorities.
