Hoa Lac and Gia Lam airports will operate for both military and civil purposes.

Standing member of the Secretariat Luong Cuong has just signed, on behalf of the Politburo, the Politburo's Conclusion on the Hanoi Capital Planning for the 2021-2030 period, with a vision to 2050, and the Project to Adjust the Hanoi Capital Master Plan to 2045, with a vision to 2065.

According to the Politburo, currently the two airports Gia Lam and Hoa Lac only serve military activities, and in the future will serve civil purposes. The Politburo requested research agencies to establish a second airport in Hanoi, in which the suitability and impact on the socio-economic situation of the capital and neighboring localities must be carefully calculated to determine the location.

Regarding the proposal of the Government Party Committee on the high-speed railway line on the North-South axis running through the center of Hanoi city, through Hanoi station, the Politburo suggested continuing to carefully study and evaluate the feasibility, effectiveness as well as the suitability and synchronization with the Railway Network Planning.

The Politburo believes that the capital's planning needs a new vision to create new opportunities and new values in developing the "Cultured - Civilized - Modern" capital. Hanoi needs to strengthen regional connectivity, especially connectivity in terms of transportation and logistics to promote the strengths of the waterway, road, air and railway transport systems, gradually narrowing the gap between the capital and localities in the region and the whole country.

Gia Lam Airport was built by the French in 1935 and inaugurated a year later. It was initially a civil and military airport. In October 1954, Vietnam took over the airport and thereafter it only operated military flights. Hoa Lac Airport is located in Thach That district and Son Tay town, with 3 runways, each about 2,200 m long.

The Politburo requested relevant agencies to continue reviewing planning schemes to promote Hanoi’s potential and unique advantages. In the historic inner city area, the city needs to renovate and beautify the urban area based on the principle of combining conservation and development, maximizing land value, the value of cultural and historical relics (upgraded by digital technology), old headquarters, old quarters, and French architectural works.

Hanoi must also continue to increase the area of commercial and service business by synchronously and effectively exploiting the space above ground, on the ground and underground; researching and developing specific night-time economic models for each area. Hanoi is expected to become a safe, vibrant, attractive, unique destination with a night-time economic brand, meeting the needs of residents and tourists; with higher competitiveness than other domestic and international destinations.

"More attention should be paid to exploiting the advantages of Hanoi's rivers and lakes, especially the potential of West Lake, Red River, Duong River, and To Lich River," the Politburo suggested.
