Ready for the congresses of the Youth Union at all levels for the 2025-2030 term

The Congress of the Ho Chi Minh Communist Youth Union at grassroots levels for the 2025-2030 term is a broad political activity of great significance in summarizing the work of the Youth Union and the youth movement in the past term and setting out goals and tasks for the new term. With a high sense of responsibility, the Youth Union at grassroots levels have been carefully preparing the conditions to successfully organize the congress, towards the 14th Congress of the Ho Chi Minh Communist Youth Union of Son La province, term 2025-2030.

The province currently has 1 Youth Union and Youth Working Committee under the Provincial Vietnam Fatherland Front Committee; 75 commune-level youth organizations; 5 affiliated youth units ( Military Committee, Police Youth Committee, 3 universities and colleges) with nearly 61,000 union members.

The Provincial Youth Union Standing Committee has issued guidelines on organizing congresses at all levels for the 2025-2030 term. At the same time, it directs grassroots unions to advise Party committees to pay attention to the preparation work and promote propaganda before, during and after the congress. For units that do not merge, the congress will carry out the following contents: Summarizing the implementation of the congress resolution of the previous term; determining the goals, tasks and solutions for union work and youth movements in the new term, on the basis of absorbing the Resolution of the Party Congress at the same level. Discussing and contributing opinions to the documents of the 14th Congress of the Ho Chi Minh Communist Youth Union of Son La province. Discussing and contributing opinions to amend and supplement the Ho Chi Minh Communist Youth Union Charter. Electing the Executive Committee for the new term and the delegation to attend the Congress of the higher-level Youth Union.

For the units implementing the merger, the Youth Union congresses at all levels carry out two main contents: Summarizing the implementation of the previous term's congress resolution and determining the goals, tasks, and solutions for the Youth Union's work and youth movement in the first term, closely following the Resolution of the Party Congress at the same level. Discussing and contributing opinions to the documents of the 14th Congress of the Ho Chi Minh Communist Youth Union of Son La province and the draft amendments and supplements to the Ho Chi Minh Communist Youth Union Charter. The higher-level Youth Union directly appoints the Executive Committee, Standing Committee, Secretary, Deputy Secretary, Inspection Committee, Chairman, and Deputy Chairman of the Inspection Committee of the new term and allocates and designates delegates to attend the higher-level Youth Union congress.

To promote the effectiveness of the Youth Union organization in the new term, the Youth Union bases have focused on building documents with major orientations and key contents of the congress resolution. The work of preparing personnel for the Commune-level Youth Union Congress this time does not stipulate the average age of the Executive Committee. The selection of personnel is based on the project approved by the competent authority. For the Youth Union base that does not merge or merges 2 communes and wards, the Executive Committee has 15-25 members; the Standing Committee has no more than 7 members; there are a maximum of 2 deputy secretaries. For the unit merging 3 communes and wards or more, the Executive Committee has 15-29 members; the Standing Committee has no more than 9 members; there are a maximum of 2 deputy secretaries. The personnel structure is arranged reasonably between ages and ethnic groups.

Youth Union organizations have launched many emulation movements to welcome the Youth Union Congresses at all levels for the 2025-2030 term, focusing on youth movements to learn and follow Uncle Ho, and volunteer for community life. Since the beginning of the year, youth in the whole province have participated in building more than 12 provincial-level youth projects; 74 grassroots youth projects; supported the removal of 42 temporary houses; built a new Khang ethnic cultural house; installed a lighting system for 62 km of rural roads; renovated 26 new rural roads; 2 people's bridges; 4 happy houses...

Recently, the Ho Chi Minh Communist Youth Union of Yen Chau commune successfully organized the 1st Congress of Delegates, term 2025-2030. This is the first congress of the Union at the grassroots level, in the form of direct and online connection to the communes and wards in the province, to monitor, learn, draw experiences, and ensure the organization of a quality, effective and successful congress.

It is expected that the congress of the Youth Union at the grassroots level will be completed before October 30, 2025. With careful preparation, the Congress of the Ho Chi Minh Communist Youth Union at the commune level for the 2025-2030 term has special significance, creating a foundation to promote the work of the Youth Union and the youth movement in the new period. This is also an important preparatory step for the 14th Congress of the Ho Chi Minh Communist Youth Union of Son La province, term 2025-2030, towards the 13th National Youth Union Congress, term 2026-2031.
