The Ministry of Industry and Trade has just completed the latest draft of the Circular regulating the method of developing the price framework for electricity generation of solar and wind power plants for comments.
The subjects of application in the draft Circular are Vietnam Electricity Group (EVN) and individuals and organizations participating in the implementation of investment and construction of solar power plants, wind power plants, solid waste power plants, and biomass power plants (except for transitional solar and wind power plants specified in Point b, Clause 2, Article 1 of Circular No. 15/2022/TT-BC).
In principle, the price for wind and solar power plants is a range of values from the minimum value (0 VND/kWh) to the maximum value, which is built and issued annually.
The electricity generation price of a standard solar power plant or standard wind power plant is calculated by the average fixed price + the fixed operation and maintenance price.
The Circular also provides methods and formulas for calculating prices based on related parameters such as investment costs, fixed operation and maintenance, interest rates, electricity delivery, etc.
The VIII Power Plan prioritizes the development of solar energy in the North, where solar radiation intensity is much lower than in the Central and Southern regions. Therefore, the Ministry of Industry and Trade said that to encourage investment in solar power plants in this region, there needs to be a higher price framework mechanism (due to the low power output received) than the other two regions. That is, the electricity generation price framework will be determined based on the solar radiation intensity of each region.
Before November 1st of each year, EVN is responsible for calculating or hiring consultants to select a set of parameters for standard solar power plants and standard wind power plants and calculate the electricity generation price of standard solar power plants and wind power plants according to regulations.
