Reorganizing the country for sustainable and scientific development

The event marks a new administrative entity of the Socialist Republic of Vietnam with a particularly great strategic significance, designed for both the present and the future to create a new long-term and sustainable development space model.

General Secretary To Lam, in his message to compatriots and soldiers nationwide on this important event, pointed out: The decision to "rearrange the country" is a historic step of strategic significance, marking a new development stage in the cause of perfecting the state administrative apparatus, perfecting the institutions and organization of the synchronous, streamlined, effective and efficient political system, towards perfecting a modern, constructive, people-friendly, people-serving administrative system, so that all benefits belong to the people.

Today's historic decision demonstrates the strategic thinking of the Party, which is directed by the National Assembly and the Government to be implemented firmly, thoroughly, scientifically, dialectically, with Vietnamese history, culture and practice, and with reference to international experience; issues are studied and considered from many perspectives, both in terms of thinking, vision and development strategy, both in terms of organization and force, both in terms of liberation of thought and social psychology. The synthesis of natural geographical, geopolitical, geo -economic , geo-cultural, national defense and security factors is placed in the overall development space of the country, harmoniously combining criteria on population size, natural area, historical traditions, national culture, religion, beliefs, compatible factors and related science to carry out the arrangement of a revolutionary nature.

Looking back on the 95-year revolutionary career under the leadership of the Party, 80 years of the Democratic Republic of Vietnam and the Socialist Republic of Vietnam, and the achievements of 40 years of innovation, the 3-level local government model has successfully completed its historical mission, so that today, the country has achieved great achievements, firmly entering a new era with the objective and inevitable requirements of the country's development in the context of globalization, digital transformation and the fourth industrial revolution.

In that historical process, we are deeply grateful to the previous generations of leaders of the Party, State, National Assembly , Government, and Vietnam Fatherland Front through the periods who have led, directed with wisdom, intelligence, courage, enthusiasm, dedication, sacrifice, and dedication to the cause of national development. Generations of cadres, party members, soldiers of the armed forces, civil servants, public employees, workers, people of all walks of life as well as each agency and local government, especially district-level administrative units, have shouldered great responsibilities, excellently and completely fulfilled the glorious historical mission over the past 8 decades to create a solid foundation for the country to build and perfect the new 2-level local government administrative system, as well as ensure all conditions for the new model to operate smoothly and effectively.

The reorganization of administrative boundaries and the operation of a new local government model are not only administrative events, but also strategic changes, an inevitable objective requirement of the people and the country in the journey to build dynamic development zones of the country and the region, worthy of the aspiration of "a strong Vietnam by 2045". The 2-level local government model not only eliminates the intermediate level, but more importantly, reorganizes the space for sustainable development, so that the government is close to the people, for the people, and serves the people better, so that all benefits belong to the people. The Central Government also clearly defines the authority and empowers local governments to be more proactive so that each place is dynamic, creative, and develops in accordance with reality.

This new development space is built on a long-term vision, aiming at synchronous, sustainable and scientific development, but this is only a pioneering step. The streamlining of the political system's apparatus and the rearrangement of administrative units at all levels also impact and influence the ideology of a number of cadres, party members, civil servants, public employees, and workers; the psychology, cultural differences, customs, and familiar names that have long been formed by the people of each locality. That requires fairness, consensus, and a very high level of political determination, and especially the sacrifice of personal interests; if there is a lack of unity, the implementation process will easily encounter problems and shortcomings.

Now, more than ever, we must consider national interests above all; we must put the future development of the Fatherland as the ultimate goal. That thinking and awareness requires each cadre, party member, each organization, agency, locality, and unit to rise above local interests, narrow vision, old ways of thinking, habits, and customs that may have been right and reasonable in the past, but now may no longer meet the demands of the times and development requirements.

We are entering the stage of organizing Party Congresses at all levels towards the 14th National Party Congress, preparing for the election of deputies to the 16th National Assembly and People's Councils at all levels for the 2026-2031 term. Each locality will have to demonstrate a new vision, arousing a strong desire to rise up. Cadres are the root of all work; all successes or failures are due to good or bad cadres, so personnel work must be given special attention; building a team of cadres with sufficient qualities, intelligence, courage, daring to act, daring to take responsibility, taking practical capacity, public ethics and prestige among the people as the highest standards.

Most recently, in the article “The Power of Unity”, General Secretary To Lam affirmed: Unity in the entire political system is the key to the success of this reform. There needs to be close coordination between central agencies and local authorities to promptly resolve difficulties; the consensus of cadres, civil servants and people will create a stable foundation for effective implementation of the new model. Never before has the requirement of “unanimity from top to bottom, and smooth operation across the entire political system” been as important as it is now.

At the 9th session of the 15th National Assembly, many delegates emphasized: "Rearranging the country" is a historic opportunity but also a challenge. Success does not only come from documents or resolutions, but must come from consensus among the people, determination in leadership and dedication in performing tasks. Administrative reform is not the destination, but the beginning of an innovative mindset, a strategic vision. The joint efforts, consensus, solidarity and agreement to "make every working day a day of creation" - as wished by General Secretary To Lam - is the core strength, the fulcrum, the solid spiritual foundation for the determination to effectively operate the two-level local government, for the goal of a happy and prosperous life for the people.

At this point, "our ranks are neat and tidy", the whole nation is marching towards the bright future of the country, for the happiness of the people, for a sustainable, prosperous and developed Vietnam!
