Ha Long Ward, formed after the merger of Hong Ha and Hong Hai wards (formerly Ha Long City), is considered the political, administrative, economic, cultural, and tourism center of Quang Ninh province.

On the first working day after the implementation of the two-tiered local government model, Ha Long Ward held a meeting of the Standing Committee of the Ward Party Committee and a meeting of the Ward Party Committee Executive Committee. Immediately afterwards, the first session of the Ha Long Ward People's Council, term 2021-2026, was held.

Accordingly, Mr. Hoang Ba Nam was appointed to the position of Secretary of the Party Committee and Chairman of the People's Council of the ward; Mr. Luu Manh Tuan was appointed to the position of Deputy Secretary of the Party Committee and Chairman of the People's Committee of the ward.

At the meeting, delegates voted to approve the direction and tasks for 2025, with the overall goal of: building a streamlined and efficient political system; promoting the strength of culture, people, and national unity; accelerating innovation, digital transformation, and green transformation; developing sustainable socio-economic development, ensuring national defense and security, and maintaining the people's trust; and successfully organizing the first Party Congress of the ward for the 2025-2030 term.

The highlight of the session was the approval of a series of socio -economic development targets for 2025, such as: exceeding the provincial budget revenue target; maintaining the standard of "Civilized Urban Ward"; no new poor or near-poor households according to provincial standards; 100% of disadvantaged children receiving care and support; all administrative documents being received through online public services; 100% of household and medical waste being collected and processed; and maintaining security and order, preventing the occurrence of hotspots.

The timely issuance of resolutions on socio-economic development management and budget revenue and expenditure, immediately after the Quang Ninh Provincial People's Council issued Resolution 278/NQ-HĐND adjusting the 2025 budget estimate, demonstrates a proactive and innovative spirit, closely following the province's directives, and enabling the ward People's Committee to implement its work from the very beginning.

A place where education, culture, tourism, and modern urban life converge.

Ha Long Ward was established by merging Hong Ha and Hong Hai wards, which were formerly the administrative center of the province, housing the Provincial Party Committee, the Provincial People's Council, the Provincial People's Committee, and many important departments and agencies.

The choice of the name "Ha Long" for the new ward is not only symbolic but also reflects the central position of this administrative unit.

Ha Long Ward covers an area of 6.08 km² and has a population of over 52,900 people. The ward enjoys a strategic location, bordered to the east by Ha Trung Ward, to the west by Bach Dang Ward, to the south by Ha Long Bay, and to the north by Ha Lam Ward. It lies along National Highway 18, a vital transportation artery in the Northeast region.

Ha Long City is home to a number of notable landmarks such as the October 30th Square, the Planning - Fair - Exhibition Center, the Quang Ninh Museum, the Provincial Library, the Quang Ninh Provincial Media Center, and especially the Ha Long - Cam Pha coastal road, which is considered the most beautiful in Vietnam.

This area also houses major educational institutions of the province such as Ha Long University, Quang Ninh Medical College, Ha Long Specialized High School, Hon Gai High School, Trong Diem Junior High School, etc.

With its numerous modern urban areas, expensive beachfront villas, and renowned restaurants, Ha Long City has the appearance of a model, modern, and civilized urban center.

Another highlight is the Hon Gai beach, which was invested in the former Hong Ha ward with a total capital of over 100 billion VND, including modern facilities such as a 28m wide sidewalk, green spaces, shower areas, and separate parking lots, becoming an attractive destination for locals and tourists.

Ha Long City is gradually asserting its position as a model center and leading engine of development for Quang Ninh province in the new era.
