Quang Ninh's GRDP in the quarter

During the 2026 Summer Culture, Sports and Tourism Week, many unique and attractive activities will be held. These include: the Ha Long International Food Street, the Quang Ninh OCOP Fair - Summer 2026, the "Red Sail" fireworks show, street art performances, a model car design and creation competition, and more. Notably, for the first time, the VUI-Fest Ha Long night market, a complex of entertainment and cuisine themed around a "prosperous port," will be put into operation, offering a unique nighttime experience by the heritage bay and contributing to the goal of developing the nighttime economy.

Inspired by the image of a "thriving trading port," the VUI-Fest Ha Long night market is located within the Sun Elite City urban area, right next to the Ha Long International Cruise Port. This entertainment and culinary complex recreates the bustling trading spirit of the heritage land in a contemporary form, where local culture intertwines with modern life. Alongside this, a water show featuring red sailboats – a symbolic image of heritage tourism – harmoniously combines music and lighting effects to create the image of a "dragon of light" soaring over the bay, symbolizing the legend of the creation of the Ha Long Bay wonder.

From April 25th to May 15th, visitors can also admire a spectacular high-altitude fireworks display with thousands of fireworks creating over 50 multi-layered effects against the backdrop of the heritage bay, combined with music and a modern lighting system, creating an impressive visual spectacle.   The newly opened entertainment complex has truly added a new highlight to tourism.   Quang Ninh is enhancing its competitiveness as a tourist destination, attracting a large number of visitors.

In addition, Quang Ninh has implemented diverse tourism promotion activities. These include: coordinating with tourism businesses in the province to work with major travel companies specializing in attracting tourists from Russia and CIS countries to Quang Ninh; organizing a joint tourism promotion program between Quang Ninh (Vietnam) and Guangxi (China) in Beijing and Shanghai (China); welcoming international Famtrip delegations from Thailand, Taiwan, and Singapore to survey Quang Ninh; and proposing solutions to reopen tourism activities using border crossing permits to attract tourists traveling by land.

Furthermore, efforts to ensure a civilized, modern, and friendly tourism environment have been prioritized. The province has directed relevant departments and localities to strengthen coordination in controlling the tourism environment and tourism business activities; issued guidance documents to rectify the declaration and posting of tourism service prices; and strengthened fire prevention and control at tourism service businesses. Simultaneously, inspection teams have been established to examine commercial civility, price posting, hygiene and safety, tax obligations, and fire safety at several tourism service businesses. Furthermore, comprehensive safety measures are being implemented on both land and sea routes.

By implementing a comprehensive set of solutions, in the first four months of this year, Quang Ninh welcomed approximately 8.2 million visitors, an 8% increase compared to the same period in 2015; total tourism revenue reached 21,639 billion VND, an 18% increase compared to the same period.   With its current growth momentum and the maintenance of a professional tourism business environment, Quang Ninh is expected to continue to assert its leading position on the national tourism map, as well as make a positive contribution to the local GRDP growth.

Synchronize solutions

To achieve the target of over 13% GRDP growth for the whole year, based on an objective assessment of the actual situation, on May 12th, the Provincial People's Committee issued Decision 1612/QD-UBND on adjusting the GRDP growth rate targets for the second quarter and the remaining quarters of 2026. Specifically, the GRDP growth rate for the second quarter is 12.58%, for the first six months 11.07%, for the third quarter 15.48%, for the first nine months 12.56%, for the fourth quarter 14.86%, and for the whole year 13.21%.

Based on that, the Provincial People's Committee has developed specific tasks with completion timelines to assign to each department and agency for implementation. These include: urgently completing administrative procedures and supporting investors in implementing large-scale, high-tech, bio-safe livestock farming projects; attracting key enterprises to purchase and distribute the produced and traded food; piloting concentrated aquaculture clusters in Co To and Van Don, and high-tech marine farming projects; increasing the frequency, scale, and scope of trade fairs and consumer stimulus programs…

Simultaneously, the plan includes promoting and attracting 150 non-budgetary investment projects in line with new guidelines; organizing the preparation, approval, and implementation of social housing projects; supporting the investment in port and dry port projects at Bach Dang Industrial Park and the Bac Luan 1-3 border gate area; and completing the smart border gate model in Mong Cai with a Smart Checkpoint system integrating AI cameras and smart electronic scales…

Quang Ninh province has identified the disbursement of public investment capital as one of the main driving forces for the economy, aiming to ensure the province's growth target of over 13% in 2026. Building on the achievements already made, the province will continue to require provincial-level investors, the People's Committees of communes, wards, and special zones to make the utmost effort and determination to accelerate the progress of construction projects, striving to complete and exceed the disbursement target for the second quarter of 2026, which is set at 10,561 billion VND. Simultaneously, it will ensure the complete disbursement and final settlement of completed projects that have not yet been settled; focus on leading, directing, and urging contractors to take advantage of favorable weather conditions and concentrate machinery and equipment on the 130 projects currently underway; and urgently review ongoing construction contracts significantly affected by fluctuations in construction material, fuel, and labor prices, coordinating with contractors to consider adjustments in accordance with regulations.

For projects that have already published bidding documents for construction, the province requires investors to urgently complete the bidding evaluation procedures, sign contracts, and disburse funds in May 2026. For projects that have not yet published bidding documents for construction, focus on accelerating the progress of preparing, appraising, and approving construction drawings, striving to start construction in the second quarter of 2026.

The Provincial People's Committee also directed departments, agencies, and localities to focus on resolving difficulties and obstacles related to land and resources; strictly manage construction material prices; absolutely prevent project delays, slow construction, or prolonged disputes due to slow handling of price fluctuations; and strictly control advance payments and their recovery according to regulations. Local People's Committees are urged to accelerate the compensation and land clearance process for projects, overcome the situation of projects waiting for land, mobilize the entire political system, and promote the role of socio-political organizations in land clearance work.

Simultaneously, Quang Ninh province is currently focusing on accelerating land clearance for 259 projects and works in the area. While land clearance is a crucial step in the implementation of projects, it is also a difficult and complex task because it directly affects the rights and interests of people and organizations. Recognizing these obstacles, Quang Ninh province will focus on removing this "bottleneck" in the coming period through effective mechanisms and solutions, thereby gradually unlocking resources and creating clean land for socio-economic development.

The province is focusing on decisively directing and striving to complete land clearance for existing projects in the second quarter of 2026, before June 30, 2026. Specifically, for key industrial parks such as Hai Yen Industrial Park, Texhong Hai Ha Industrial Park, Bac Tien Phong Industrial Park, Song Khoai Industrial Park, and Dong Trieu Industrial Park, the province requires the complete resolution of land-related issues, addressing the responsibilities of investors and households to ensure infrastructure development proceeds on schedule and as committed; simultaneously, it is reviewing and supplementing the planning of industrial clusters to align with the new development orientation.

For key transportation and infrastructure projects, the province aims to complete land handover by May 2026 for the renovation and upgrading projects of Provincial Roads 338, 327, 345, 331B, and the Vietnam-Sweden Uong Bi Hospital Project; and to complete land handover for the renovation and upgrading project of Provincial Road 330 by June 2026.

Specifically for the Hanoi-Quang Ninh high-speed railway project, which requires land clearance for approximately 273 hectares affecting over 1,800 households, the province has requested relevant units and localities to continue enhancing their responsibilities, reviewing and completing the legal basis and cadastral documents for land clearance; accelerating the progress of preparing, appraising, and approving compensation, support, and resettlement plans; strengthening communication and mobilization efforts to create consensus among the people; and ensuring resources and resettlement land for land clearance. Localities are to develop detailed weekly and monthly plans and report them to the provincial task force for timely guidance and resolution of any arising difficulties and obstacles, striving to complete land clearance for the section passing through Quang Ninh province before September 30, 2026.

Mr. Nguyen Quang Trung, Deputy Director of the Service Supply Center of Hoang Que Ward, said: Hoang Que is a ward that has   The number of households requiring land clearance is the highest among localities with the Hanoi-Quang Ninh high-speed railway project, with 798 households. Therefore, along with propaganda and mobilization efforts, Hoang Que ward is directing relevant units to review, compile lists, and classify land clearance files for each land user, review and determine resettlement needs, and continue to strictly manage land in the area; urgently deploy a consulting unit to prepare land plot extracts; and conduct land surveys according to the correct procedures to ensure that land clearance is implemented synchronously and on schedule, striving to complete it by September 2026.

Along with accelerating the land clearance process, the province is also urgently finalizing the resettlement mechanism to ensure convenient locations that suit the living and production conditions of the people; researching support policies during the waiting period for resettlement to create consensus, stabilize people's lives and promote the progress of project implementation in the area.

Through synchronized, comprehensive, and specific solutions, along with close leadership and guidance, and the province's strong determination to seize opportunities, Quang Ninh will overcome challenges and create momentum for strong acceleration in the second quarter and subsequent quarters, aiming to comprehensively achieve the development goals for 2026.
