NDO - On the morning of May 9, at the Government Headquarters, Prime Minister Pham Minh Chinh chaired a special Government meeting on the arrangement and reorganization of administrative units at all levels and the construction of a two-level local government model.

According to the Ministry of Home Affairs, regarding the preparation of the dossier for the Project on rearranging provincial and communal administrative units to be submitted to the Government for submission to the National Assembly and the National Assembly Standing Committee: Provinces and cities have carried out the procedures for preparing the dossier for the Project on rearranging provincial administrative units (a total of 23 Projects) and the Project on rearranging communal administrative units (a total of 63 Projects) to be submitted to the Government (through the Ministry of Home Affairs) before May 1 as prescribed.

The Ministry of Home Affairs - the Standing Agency of the Government Steering Committee has focused on mobilizing all resources to quickly organize the appraisal of the dossiers of the Project of 63 provinces and cities; at the same time, building the Project of arranging provincial-level administrative units and 34 dossiers of the Project of arranging commune-level administrative units of new pairs of provinces in 63 provinces and cities.

By May 8, all documents and projects had been completed to advise the Government to submit to the National Assembly Standing Committee for consideration and decision on the arrangement of administrative units of 63 provinces and cities (belonging to 34 new provinces) and the project dossier on the arrangement of provincial-level administrative units submitted to the National Assembly for consideration and decision (with the project dossier on the arrangement of provincial-level and commune-level administrative units attached).

Through appraisal and synthesis, building a project to arrange administrative units at provincial and commune levels, the specific results are as follows:

Regarding the results of public consultation: All localities have focused on speeding up the progress and completing public consultation with a high consensus rate, reaching an average of nearly 96%.

Regarding the results of approval by People's Councils at all levels: All People's Councils at provincial, district and communal levels nationwide have issued Resolutions approving the Projects with a majority consensus rate of 100%.

Regarding the number of commune-level administrative units reduced and newly formed after the rearrangement: According to the synthesis from the Project documents of localities, it is expected that after the rearrangement, the whole country will reduce 6,714 units (reduced by 66.91%, ensuring the reduction rate according to the Central regulations of 60-70%, from 10,035 commune-level administrative units to 3,321 commune-level administrative units).

Of which, Hanoi city is the locality with the largest reduction rate (76.05%) and Can Tho city is the locality with the lowest reduction rate (60% reduction).

The number of commune-level administrative units that are not reorganized (remain the same) is: 128 units of 36 provinces and cities, including 28 units with isolated locations in 15 provinces and cities.

Five localities with large reductions in numbers are: Hanoi City has the largest reduction rate (76.05%); Thai Binh (73.14%); Hung Yen (71.94%); Quang Binh (71.72%) and Hai Phong (70.06%).

Five localities with small decreases in numbers are: Can Tho City (down 60%); Soc Trang (60.19%); Dak Nong (60.56%); Ben Tre (60.58%) and Kon Tum (60.78%).

In general, the number of commune-level administrative units decreased by an average of 66.91% nationwide, in line with the policy of the Central Executive Committee and the practical conditions of localities, basically meeting the requirements of building commune-level governments close to the people to better serve the people.

Regarding the number of cadres and civil servants of local governments at all levels: Implementing the Politburo's policy on merging a number of provinces, rearranging commune-level administrative units and organizing 2-level local governments, associated with promoting decentralization and delegation of power to localities, building a roadmap for streamlining payroll, ensuring the arrangement and streamlining of the political system's apparatus, the Government's Steering Committee guides the arrangement of cadres and civil servants of 2-level local governments according to the following principles:

Regarding provincial-level staffing: The number of cadres, civil servants and public employees at the provincial level after the rearrangement must not exceed the total number of cadres, civil servants and public employees (number present) at the provincial level before the rearrangement and the implementation of staff streamlining in conjunction with restructuring and improving the quality of the cadres, civil servants and public employees, ensuring that within a period of 5 years, the arrangement is basically in accordance with regulations.

When the provincial-level local government comes into operation after the arrangement, the Government assigns the Ministry of Home Affairs to coordinate with the Central Organizing Committee and relevant agencies, based on the population size, natural area, functions, tasks, and powers of the provincial-level local government, to complete the job positions and submit them to the competent authority to assign staff to the localities.

Regarding the commune-level payroll (commune, ward, special zone): In the immediate future, basically maintain the existing payroll of the current district and commune levels to arrange for the new commune level (except for commune-level cadres and civil servants who do not meet the prescribed standards and conditions and apply for resignation).

After the agencies and organizations of the commune-level political system have stabilized their operations, it is temporarily expected to arrange an average of 60 positions/commune, ward, and special zone (including positions of the Party, mass organizations, and local government at the commune level).

Expected reduction in staff and civil servants (excluding public employees): At the provincial level, the number of staff assigned by competent authorities in 2022 is 110,233 staff and civil servants.

Number of provincial-level staff after the reorganization and when the provincial-level local government comes into stable operation: It is expected to arrange about 91,784 staff and civil servants, of which it is expected to reduce about 18,449 staff (due to restructuring according to job positions, early retirement, and resignation according to policy).

For commune level: Formed after the end of district-level activities and the transfer of district-level staff to the commune level (old) to arrange according to the new commune-level administrative unit. The number of district-level and commune-level staff assigned by competent authorities in 2022 is 310,046 staff and civil servant positions, of which the district level has 97,440 positions and the commune level has 212,606 positions...

Speaking at the opening of the meeting, Prime Minister Pham Minh Chinh emphasized that we are continuing to perfect the revolution in restructuring the apparatus at the central level, the Government, and central agencies, which has ensured stable operations, and at the same time must continue to reorganize the two-level local government.

Recently, we have actively implemented this work according to the policy of the Central Committee, the Politburo, and the direction of the Government's Steering Committee regarding the work of arranging and organizing the apparatus.

The Prime Minister commended localities for following the Central Government's direction in collecting people's opinions on the two-level government and arranging it according to the Central Government's suggestions.

Together with the government, we must continue to arrange agencies such as the Court and the People's Procuracy according to the direction of the Central Committee and the Politburo.

The Ministry of Home Affairs, the agency assigned by the Government to be the standing agency, has focused its forces and efforts, working day and night to complete two sets of documents on the arrangement of provincial-level administrative units in the spirit of having 34 provinces and cities; eliminating the district level, and arranging the commune level, reducing the number of communes by about 60-70% to more than 3,000 communes.

In this session, the Government gave its opinion on the draft Resolution of the National Assembly; the National Assembly is collecting public opinions on amending a number of articles of the Constitution; giving opinions on the project; provinces and centrally-run cities have recently implemented the process according to the instructions of the Central Committee and the Politburo with a spirit of strict compliance, promoting the spirit of democracy and responsibility at all levels; quickly narrowing down the commune-level focal points, naming, doing ideological work and listening to public opinions, preparing a step for personnel work...

After being submitted and approved by the National Assembly, the Government will immediately start arranging, especially the organization of local government staff at all levels, putting the new apparatus into operation as scheduled from July 1 with the goal of ensuring synchronization and stability, and not allowing work to be stagnant, especially administrative procedures for people and businesses.
