After 1 year, the State-managed real estate transaction center is still 'silent'

Faced with the situation of skyrocketing housing prices and many tricks of real estate brokers to "inflate prices", in a recent document sent to the Government Office , the Ministry of Construction continued to request research and propose to competent authorities to consider piloting the model of a real estate transaction center and land use rights managed by the State.

This central model is expected to limit the situation where real estate trading floors and real estate brokerage activities can collude to disrupt the market.

In fact, this proposal was mentioned more than a year ago. Specifically, in August 2023, the Prime Minister assigned the Ministry of Construction to preside over the study of establishing a real estate trading floor.

After 1 year, the state-managed real estate transaction center still has hidden images.

The original purpose of the trading floor is like the entrance gate of the real estate market, helping the State grasp daily price fluctuations in the market, market information, business investors grasp customer tastes, on that basis adjust business strategies for efficiency.

As for land users, the floor contributes to ensuring the publicity and transparency of the market. People who want to buy land can go to the trading floor, limiting the situation of going at night and negativity in the market.

In October 2023, the Ministry of Construction announced that it was seeking opinions from ministries and branches on integrating land use rights trading floors with real estate trading floors into public service centers under the People's Committees of provinces and cities.

According to the proposal of the Ministry of Construction, provincial real estate and land use rights transaction centers have three main tasks: managing real estate transactions, managing tax collection and granting land and housing use rights certificates.

Regarding organization and operation model, the centers will be public service units under the People's Committee of the province, city or Department of Construction, with their own seals to perform assigned tasks and powers, subject to the direction and management of the organization and operation of the People's Committee of the province, city and professional guidance of the corresponding competent state agencies.

The provincial real estate and land use rights transaction center operates under a one-stop-shop mechanism, increasing the use of 4.0 technology systems, creating convenient conditions for people and businesses.

After the seller and buyer reach an agreement on the sale and purchase and complete the procedures for preparing documents to sign the sale and purchase contract according to the provisions of law, the two parties access the electronic information portal website of the center, fill in the relevant home purchase information, submit an application for online name change procedures, and the three competent authorities will process it online and review it according to the functions of each agency.

After 2 working days of completing the review, after the buyer receives the approved message, they can make an appointment to come to the center to receive the real estate ownership certificate immediately.

With the above process, the two parties to the transaction only need to go to the center once to complete all procedures.

Real estate transactions mainly include future real estate transactions, land use rights transactions, existing real estate transactions, and housing rentals.

According to the Ministry of Construction, the proposal to establish a State real estate transaction center is necessary and an effective solution to innovate the way the real estate market operates.

This is also the basis for developing, applying and managing real estate transactions in accordance with reality, reducing administrative procedures, implementation time and costs for people and businesses.
