What obstacles remain for the 1.4 trillion VND software park after its opening?

Da Nang Software Park No. 2, with a total investment of nearly 1,400 billion VND, is still under construction after its opening and has not yet been inspected, handed over, or put into operation.

The People's Committee of Da Nang City has just submitted a proposal regarding the exploitation of information infrastructure in the Da Nang Software Park - Software Park No. 2 (Phase 1).

According to the Da Nang City People's Committee, on January 16th, the Department of Construction issued a notice approving the final acceptance of the completed project for Software Park No. 2 (Phase 1). The project management board is currently finalizing the project for final acceptance and handover for use.

On the same day, the city held the opening ceremony for Software Park No. 2. Authorized by the City People's Committee, the Department of Information and Communications signed a memorandum of cooperation with three strategic partners in the field of semiconductor chips and artificial intelligence (Marvell,FPT , and Sovico); and is currently advising the City People's Committee to submit a proposal to the City People's Council for recognition of strategic partners.

To date, the Department of Information and Communications has received and compiled a list of approximately 30 businesses interested in renting office space at the ICT1 building in Software Park No. 2, with a total registered area of ​​nearly 25,000 ^m² (exceeding the building's available rental space).

However, because the Software Park No. 2 project (phase 1) is still in the process of completion, it has not yet been inspected, handed over, or put into use.

The information infrastructure assets have not yet been handed over, therefore there is insufficient legal basis for the People's Committee of Ho Chi Minh City to issue a decision assigning the concentrated information technology zone - Software Park No. 2 to a management unit for operation and exploitation; there is insufficient legal basis to prepare and approve the plan for exploiting the infrastructure assets of the concentrated information technology zone (according to Decree 09); the starting price has not been approved and there is insufficient legal basis to organize the auction for leasing land (according to Decree 09)...

The People's Committee of Da Nang City submitted to the City People's Council for approval the principle of putting into early operation the completed infrastructure assets of the concentrated Information Technology Park No. 2 (Phase 1). Asset auctions will be organized while awaiting the completion, acceptance, and handover of the project for use.

Reportedly, the project commenced in 2020 with a total investment of nearly 1,000 billion VND, and by October 2024, Da Nang decided to invest an additional 400 billion VND.
