After considering the proposal of the People's Committee of Tien Giang province and the Ministry of Home Affairs, the Government agreed to submit to the National Assembly Standing Committee a Resolution on the arrangement of commune-level administrative units (AUs) of Tien Giang province for the period 2023 - 2025 (Submission 419/TTr-CP).

After the arrangement, Tien Giang province has 11 district-level administrative units and 164 commune-level administrative units.

According to the proposal of the People's Committee of Tien Giang province, in the period of 2023 - 2025, the province has 01 district-level administrative unit (Tan Phu Dong district) subject to rearrangement and 01 commune-level administrative unit (Vinh Kim commune, Chau Thanh district) but due to special factors, the province proposes not to carry out the rearrangement.

For commune-level administrative units, in the period of 2023 - 2025, Tien Giang province has 10/170 commune-level administrative units to be reorganized, including 04 communes, 05 wards and 01 town (including 09 units subject to reorganization and 01 adjacent unit).

To arrange 10 administrative units, Tien Giang Provincial People's Committee has developed 4 plans.

- Two options to merge 03 commune-level administrative units into 01 new commune-level administrative unit (including: 01 option to merge 03 communes into 01 new commune; 01 option to merge 03 wards into 01 new ward).

- Two options to merge 02 commune-level administrative units into 01 new commune-level administrative unit (including: 01 option to merge 02 wards into 01 new ward; 01 option to merge 01 commune into 01 town into 01 new town).

As a result of the arrangement of 10 commune-level administrative units in the period of 2023 - 2025, Tien Giang province reduced 06 commune-level administrative units (03 communes, 03 wards): From 170 commune-level administrative units (138 communes, 24 wards, 08 towns) to 164 commune-level administrative units (135 communes, 21 wards, 08 towns).

On the arrangement and consolidation of the organizational structure of commune-level administrative units after the arrangement of administrative units

For agencies and units in the political system of the 04 newly formed commune-level administrative units after the reorganization: The organization and consolidation of agencies, units and leadership positions of these agencies and units shall be implemented in accordance with Party regulations, the organization's charter and current laws (without any problems).

For public service units: (1) Maintain the status quo of educational facilities (preschool, primary school, secondary school) to ensure adequate school and classroom facilities for students in the area; (2) Merge the Health Stations of the (old) administrative units to establish the Health Stations of the (new) commune-level administrative units; at the same time, the old Health Stations are used as the basis for operating community health programs under the (new) commune-level Health Stations to ensure medical examination and treatment services for people in the area.

On the arrangement of cadres, civil servants, public employees and non-professional workers after the arrangement of administrative units

Tien Giang Provincial People's Committee said that the total number of cadres, civil servants, public employees and part-time workers of 10 commune-level administrative units (old) to be arranged is 339 people (95 cadres, 82 civil servants, 73 public employees, 89 part-time workers); expected to be arranged at 04 commune-level administrative units (new) is 211 people (53 cadres, 42 civil servants, 56 public employees and 60 part-time workers); the surplus is 128 people (42 cadres, 40 civil servants, 17 public employees, 29 part-time workers).

Tien Giang Provincial People's Committee has developed a detailed plan to ensure that by 2026, the above 128 redundant cadres, civil servants, public employees and part-time workers will be completely resolved, specifically as follows:

2024: 02 people will retire at the right age; 49 people will be transferred to other commune-level administrative units; 26 people will retire due to staff reduction or quit their jobs;

2025: 17 people will be transferred to other commune-level administrative units; 14 people will be laid off or laid off due to staff reduction;

2026: 01 person retires at the right age; 15 people are transferred to other commune-level administrative units; 04 people retire due to staff reduction and quit their jobs.

Regarding the regime and policies for redundant cadres, civil servants, public employees and part-time workers after the rearrangement: In addition to the regimes and policies according to regulations, the People's Council of Tien Giang province has issued a Resolution stipulating the policy of supporting the termination of employment for commune-level cadres, civil servants, public employees, workers and part-time workers at the commune level who are redundant due to the rearrangement of commune-level administrative units in the period of 2023 - 2025 in Tien Giang province.

On resolving surplus public headquarters and assets after the arrangement of public administrative units

According to the People's Committee of Tien Giang province, the total number of public headquarters at 10 commune-level administrative units to be rearranged is 27 (including: Headquarters of the Party Committee, People's Council, People's Committee, Police, Military Command, Medical Station, Cultural House); after the rearrangement, 08 headquarters will continue to be used, with 19 surplus headquarters. The People's Committee of Tien Giang province has a plan to handle 19 public headquarters and surplus assets, as follows: (1) Transfer 15 headquarters to other agencies and units to use according to demand; (2) Reclaim 04 headquarters for auction, change the purpose of use.

Regarding public assets: Tien Giang Provincial People's Committee has reviewed and counted surplus public assets according to regulations and has a solution after the National Assembly Standing Committee issued a Resolution on the arrangement of local commune-level administrative units.

On specific policies of commune-level administrative units implementing the arrangement

According to the review of the People's Committee of Tien Giang province, currently 02/10 commune-level administrative units have been awarded the title of Hero of the People's Armed Forces and recognized as Safe Zone communes.

The Provincial People's Committee has planned a roadmap and assigned tasks to relevant agencies to review and prepare documents to propose competent authorities to recognize the commune-level administrative units after the arrangement as Heroic Communes of the People's Armed Forces and Safe Zone Communes in accordance with regulations.

Resolution No. 1202/NQ-UBTVQH15 on the arrangement of commune-level administrative units of Tien Giang province for the period 2023 - 2025:

After the arrangement: Chau Thanh district has 20 commune-level administrative units, including 19 communes and 01 town. My Tho city has 14 commune-level administrative units, including 08 wards and 06 communes.

After rearranging commune-level administrative units, Tien Giang province has 11 district-level administrative units, including 08 districts, 01 town and 02 cities; 164 commune-level administrative units, including 135 communes, 21 wards and 08 towns.

The Government, the People's Council, the People's Committee of Tien Giang province and relevant agencies and organizations are responsible for organizing the implementation of this Resolution; arranging and perfecting the apparatus of local agencies and organizations; stabilizing the lives of local people, ensuring the requirements of socio-economic development, national defense and security in the area.

The National Assembly Standing Committee assigned the Government to direct relevant ministries and the Tien Giang provincial government to continue reviewing and specifically counting the number of administrative units subject to rearrangement that have not yet been rearranged in the 2023-2025 period, and to develop plans and roadmaps to complete the necessary standards and conditions to ensure the rearrangement in the following years in accordance with regulations.

This Resolution comes into force from November 1, 2024.
