Major General Do Thanh Binh shares some directions of traffic police in the coming time.
On July 10, Major General Do Thanh Binh, Director of the Traffic Police Department, said this would be done first for errors recorded from the monitoring system directly managed by the Department.
To implement this, the Department will establish a specialized team, tasked with detecting violating vehicles through the monitoring system, looking up vehicle owner information in the registration database, and sending notifications through channels such as the VNeID application, specialized software or the police force of communes and wards.
Along with that, the Traffic Police Department will put into operation a data center and monitor activities 24 hours a day, 7 days a week. "The center will operate like a hospital emergency department, working three shifts continuously, ensuring that all violations are detected and reported to the people as soon as possible," said Major General Binh.
According to him, sending early notifications will help people proactively handle violations, avoiding late detection during the vehicle inspection process or other administrative procedures. At the same time, this also requires vehicle owners to complete the name change procedure when buying and selling vehicles, otherwise they will still be jointly responsible if violations occur.
The Traffic Police Department is also developing a roadmap for applying technology to comprehensive traffic management. Violations that can be detected by the system will be monitored 24/7, instead of depending entirely on the authorities. "We do not aim to impose fines, but rather want to help people comply and protect themselves on the road," Major General Binh emphasized.
For violations that require direct testing, such as alcohol concentration, the police force still has to directly carry out the inspection. However, violations that can be detected by technology will gradually be automated, moving towards paperless processing, without holding driver's licenses or ID cards. All information will be checked against the data system, with citizen ID cards as the focal point for information retrieval.
The Department's goal is to "handle the right person, the right behavior, with clear electronic evidence, limit disputes, and reduce administrative procedures". Currently, to issue a penalty decision, the violator must sign at least 11 types of documents; in the near future, the process will be streamlined, moving towards penalties being imposed entirely electronically.
In addition, the Traffic Police Department is also researching the issuance of electronic driving licenses without collecting fees. Accordingly, just a few hours after the test, successful candidates can receive an electronic driving license instead of waiting for a physical card as is currently the case.
"Traffic police must change their mindset, focus on serving the people, and solve problems at the root instead of just dealing with the symptoms. The spirit is that people must understand the law and comply with it, while the police are the ones who support and guide," General Binh said.
