Tighten State management of land

(HBĐT) - On August 23, the Provincial People's Committee issued Plan No. 164/KH-UBND on implementing Directive No. 35-CT/TU, dated March 30, 2023 of the Provincial Party Committee Standing Committee on strengthening the Party's leadership in State management (SLM) of land in Hoa Binh province in the current period.

The Provincial People's Committee identifies this as an important task, contributing to promoting socio-economic development, strengthening national defense and security in the province. Step by step consolidate and improve the effectiveness and efficiency of State management work; coordination between levels and sectors to create a clear change in land management and use (QL, SDĐ) according to the provisions of law and in the awareness and actions of Party committees, authorities, organizations and people on rights, obligations and responsibilities in Q, SDĐ. Timely and thoroughly overcome limitations and shortcomings in Q, SDĐ to put State management of land into order; manage, use and protect land reasonably, effectively and in compliance with the provisions of law. Limiting violations of land laws, ensuring social order and safety, promoting sustainable socio-economic development in the province... The implementation and organization of Directive No. 35-CT/TU must be serious, practical and effective; associated with the implementation of the Party's guidelines and policies, the State's policies and laws on land management and use.

Accordingly, the Provincial People's Committee has proposed 9 groups of tasks and solutions to effectively implement the Directive, including: (1) Strengthening the leadership and direction of Party committees, direction and administration of the government and the role of the Vietnam Fatherland Front and socio -political organizations in land management and use. (2) Promoting and improving the quality and effectiveness of propaganda, dissemination,education , and land law and policies; reviewing regulations and land law and policies to ensure strict and effective land management and use. (3) Improving the quality of land use planning and plans and publicizing them to ensure compliance with regulations. (4) Focusing on investigating and evaluating land resources, cadastral surveying, and completing the construction of a cadastral management database; Directing the acceleration of the review and issuance of land use right certificates, especially the first issuance to households and individuals who are using land and meet the conditions. (5) Continuing to promote administrative procedure reform in the field of natural resources and environment towards publicity, transparency, convenience and shortening implementation time; implementing digitalization and establishing software for land data systems across the province to serve the management, lookup and update of cadastral information and data. (6) Establishing order, discipline and order in land management; strengthening control over the allocation, management and use of land by State-owned enterprises and non-budget investment projects in the area; changing land use purposes to ensure compliance with the order, procedures and regulations of the law, avoiding loss of state budget revenue; reviewing and resolutely withdrawing projects that are not implemented or are slow to implement to attract capable and aspiring investors to invest in the province. (7) Ensure the source of earth filling materials for works and projects; especially providing mines for earth filling materials for key projects of the province, industrial zones and clusters, and production projects. (8) Strengthen inspection and examination of bidding and auction work to ensure publicity and transparency, and prevent negativity; enhance responsibility in determining and appraising specific land price plans to avoid loss of resources to the State budget and prevent negativity and corruption in the land sector. (9) Arrange and plan land funds, relocate residents from areas at risk of landslides and flash floods to interspersed resettlement areas or resettlement areas.
