The government issued Decree 176/2026/ND-CP dated May 19, 2026, stipulating preferential policies for lecturers, students, postgraduate students, doctoral candidates, and management staff in the field of nuclear power.

Target audience and principles of policy application

This Decree applies to lecturers, students, postgraduate students, doctoral candidates, and management staff in the field of nuclear power who meet the following conditions:

a) Being a Vietnamese citizen who is directly teaching, researching, studying, or working in the field of nuclear power;

b) Possess good moral character, a strong sense of organizational discipline, and a high sense of responsibility;

c) Fully meet the criteria for teaching, research, learning, training, and professional development as prescribed;

d) Be in good health to participate in teaching, research, study, training, and work in the field of nuclear power.

This Decree applies to training institutions assigned by the Prime Minister to train and develop human resources in the field of nuclear power; enterprises assigned by the Prime Minister to be the investors in the construction of nuclear power plants; and state management agencies related to the field of nuclear power.

Individuals eligible for incentives under this Decree must sign a commitment with the nuclear power plant investor, the direct management agency (if any), and the agency sending them for training before being sent for training.

In cases where incentives for lecturers, students, postgraduate students, doctoral candidates, and management staff in the field of nuclear power are stipulated in different documents, lecturers, students, postgraduate students, doctoral candidates, and management staff in the field of nuclear power shall receive the highest level of incentive.

Tuition-free and monthly living allowance provided.

Regarding preferential treatment for college and university students, master's degree students, and doctoral candidates in nuclear power-related fields within the country, the Decree stipulates the following:

1. For college and university students who commit to working at a nuclear power plant after graduation:

a) Tuition fees are waived;

b) Free accommodation in the dormitory;

c) Receive a monthly living allowance equal to 2.0 times the basic salary. The annual living allowance is based on the actual number of months of study at the school as stipulated, but not exceeding 10 months per academic year;

d) Students with good academic performance will be awarded scholarships equivalent to 1.5 times the basic salary; 2.0 times the basic salary for students with excellent academic performance; and 2.5 times the basic salary for students with outstanding academic performance. Scholarship awards will be considered on a semester basis, with two award reviews per academic year.

(d) Free provision of training materials in nuclear power engineering;

e) Students in their final year of study who achieve a GPA of excellent or higher will be given priority for short-term internships domestically and internationally;

g) To be accepted for employment at a nuclear power plant after graduation, as per the commitment.

2. For master's degree students and doctoral candidates :

a) Tuition fees are waived;

b) Free accommodation in the dormitory;

c) A monthly living allowance equal to 3.5 times the basic salary for postgraduate students and 5.0 times the basic salary for doctoral students is provided. The allowance is provided for 12 months each year;

d) Financial support equivalent to 35 times the basic salary is provided if the lead author or sole co-author of a scientific paper in the field of nuclear power engineering, based on the content of the thesis or dissertation, is accepted for publication in a reputable international journal as regulated by the Ministry of Science and Technology ;

(d) Free access to textbooks and specialized monographs on nuclear power;

e) To be considered for participation in scientific conferences and seminars in the field of nuclear power both domestically and internationally. The cost of attending these conferences and seminars will be covered by the state budget;

g) Priority is given to leading basic science and technology tasks with content aligned with the research topics of master's theses and doctoral dissertations;

h) Priority will be given to short-term internships domestically and internationally during the final year of the training program. Internship costs will be covered by the state budget;

i) The current salaries and benefits of postgraduate students and doctoral candidates who are civil servants or public employees sent to study by their managing agencies shall remain unchanged;

k) Priority will be given to candidates for employment in agencies and organizations operating in the field of atomic energy and nuclear power plants.

The developer will provide a minimum living allowance of 300 USD per person per month.

Regarding preferential treatment for undergraduate students, graduate students, and doctoral candidates in nuclear power-related fields studying abroad, the Decree stipulates the following:

1. For university students who have committed to working at a nuclear power plant after graduation:

a) Two round-trip economy class air tickets will be provided for travel to and from Vietnam during the course of study;

b) They will be reimbursed for passport fees, visa fees, airport fees, and transportation costs from the airport to the training location and back to Vietnam for both the outbound and return journeys.

c) Must be covered by health insurance at the minimum level stipulated by the host country applicable to foreign citizens studying in Vietnam;

d) They will receive a monthly living allowance equal to 1.5 times the highest living allowance currently granted to Vietnamese students studying abroad under the Vietnamese Government's training programs;

d) To receive monthly living expense support from the nuclear power plant investor, as determined by the investor, with a minimum of 300 USD per person;

e) To be accepted for employment at a nuclear power plant after graduation, as per the commitment.

2. For postgraduate students and doctoral candidates, there is a commitment to work for agencies or organizations operating in the field of atomic energy and nuclear power after graduation. :

a) Two round-trip economy class air tickets will be provided for travel to and from Vietnam during the course of study;

b) They will be reimbursed for passport fees, visa fees, airport fees, and transportation costs from the airport to the training location and back to Vietnam for both the outbound and return journeys.

c) Must be covered by health insurance at the minimum level stipulated by the host country applicable to foreign citizens studying in Vietnam;

d) They will receive a monthly living allowance equal to 2.0 times the highest living allowance currently granted to Vietnamese postgraduate students and researchers studying abroad under Vietnamese Government training programs;

d) Graduate students and doctoral candidates who are civil servants or public employees are entitled to retain their full salaries and allowances while studying abroad.

Scholarships are awarded based on academic merit.

The decree also stipulates preferential treatment for domestic university students majoring in nuclear power plant operations who have committed to working at a nuclear power plant after graduation. as follows:

a) Tuition fees are waived.

b) Priority will be given to dormitory accommodation.

c) Receive a monthly living allowance equal to 2.0 times the basic salary. The annual living allowance is based on the actual number of months of study at the school as stipulated, but not exceeding 10 months per academic year.

d) Students with a good academic record will be awarded an incentive scholarship equivalent to 0.75 times the basic salary; 1.0 times the basic salary for students with a good academic record; and 1.25 times the basic salary for students with an excellent academic record.

Scholarship applications are reviewed on a semester basis, with two reviews per academic year.

Guaranteed employment at a nuclear power plant after graduation, as per the agreement.

This Decree shall take effect from July 7, 2026.

The preferential policies and support for individuals undergoing training in the field of nuclear power are being implemented according to Government Decree No. 124/2013/ND-CP dated October 14, 2013, which stipulates preferential policies and support for individuals undergoing training in the field of atomic energy, and will continue to be implemented until the completion of the training program.
