How are education students supported with tuition and living expenses?

The Government has just issued Decree No. 60/2025/ND-CP (Decree 60) amending and supplementing a number of articles of Decree No. 116/2020/ND-CP (Decree 116) regulating policies to support tuition fees and living expenses for pedagogical students.

Many new regulations on financial support

To overcome the situation where pedagogical students do not enjoy or are slow to enjoy support policies, Decree 60 adjusts the regulations on the method of financial support for pedagogical students, in which the State supports pedagogical students by allocating budget estimates according to the State budget decentralization, documents guiding the State Budget Law, other relevant legal provisions and provisions in this Decree.

In case the locality assigns tasks and orders the training of pedagogical students, the locality shall allocate from the local budget to pay teacher training institutions funds to support tuition fees and living expenses for pedagogical students.

After receiving financial support from the competent authority, the teacher training institution is responsible for paying the living expense support into the student's bank deposit account before the 15th of each month.

According to the Ministry of Education and Training, with this regulation, training institutions for pedagogical students and pedagogical students will be provided with more timely and adequate funding, contributing to creating conditions for pedagogical students to study with peace of mind and improving the quality of the teaching staff.

In addition, Decree 60 additionally clarifies the responsibilities of relevant parties such as the Ministry of Education and Training, the Ministry of Finance , provincial People's Committees, teacher training institutions, learners... in implementing the policy; especially clarifying the responsibility of ensuring funding to implement support policies for pedagogical students.

The budget for implementing the policies in this Decree is balanced in the annual State budget expenditure estimates according to the current management decentralization. The central budget supports local budgets in implementing the policies according to the principle of targeted support from the central budget to local budgets in implementing social security policies issued by competent authorities applicable for each period.

This regulation overcomes the situation where some localities cannot balance their budgets to implement support policies for pedagogical students, while ensuring compliance with the provisions of the 2019Education Law.

Pedagogical students are supported for a maximum of 4 years.

Decree 60/2025/ND-CP also amends and supplements Article 9 of Decree No. 116/2020/ND-CP on "Recovery of support funds".

Specifically, every year, based on the training and learning results of pedagogical students, teacher training institutions shall notify the list of pedagogical students who are entitled to the policy and are in the training period but have transferred to another training major, voluntarily dropped out of school, failed to complete the training program, or have been disciplined to drop out of school to the People's Committee of the province where the student is a permanent resident or the agency that assigns the task or places the order to notify the recovery of the funds that have been supported for pedagogical students.

For pedagogical students who are supported with funds in the form of budget allocation and are subject to reimbursement, before December 30 every year, based on the Certificate of working time in the education sector of the pedagogical student, the People's Committee of the province where the student is a permanent resident shall review, monitor, guide, and issue a notice to recover the support funds so that the pedagogical student can fully pay back the amount to be reimbursed according to regulations.

For pedagogical students receiving financial support in the form of assignment or order placement who are required to reimburse tuition and living expenses, the agency assigning the assignment or order placement shall monitor, guide, and issue a notice to recover the support funds so that pedagogical students can fully pay back the amount to be reimbursed as prescribed in Article 8 of Decree 116 and this Decree.

Within 30 days from the date of receipt of the notice from the competent authority, students who are eligible for reimbursement must contact the agency that issued the notice of recovery of the reimbursement to complete the procedures for reimbursement of the support funds.

The maximum period for performing the obligation to reimburse the support fund is 4 years, from the date the student teacher receives the notice of reimbursement.

Within the time limit for performing the obligation to reimburse the cost, the student must pay the reimbursement to the teacher training institution or the agency that places the order or assigns the task (for students who are subject to the order or assignment) according to regulations.

In case the student is late in performing the refund obligation beyond the prescribed time limit, he/she shall be subject to the maximum interest rate applicable to demand deposits as prescribed by the State Bank of Vietnam for the late refund amount. In case the State Bank does not prescribe the maximum interest rate applicable to demand deposits, he/she shall be subject to the interest rate applicable to demand deposits of the Vietnam Joint Stock Commercial Bank for Industry and Trade at the time of performing the refund obligation.

In which cases is the refund of expenses removed?

Decree 60 also stipulates that pedagogical students must reimburse expenses according to the provisions of Clause 1, Article 6 of Decree 116. If they are subject to a competent authority's confirmation that their working capacity has been reduced by 61% or more or they have passed away, their reimbursement expenses will be erased; if they are subject to the policy of tuition exemption or reduction according to the Government's regulations, their reimbursement amount will be exempted or reduced accordingly. Based on the specific conditions of pedagogical students, the People's Committee of the province where the student resides shall decide to exempt, reduce or erase the reimbursement expenses for pedagogical students who are subject to the policy.

No later than 05 working days from the date of receipt of the refund of expenses from pedagogical students, teacher training institutions, ordering agencies, and assigning tasks to pay the expenses back to the state budget according to the provisions of Decree No. 11/2020/ND-CP dated January 20, 2020 of the Government regulating administrative procedures in the field of State Treasury.

If a pedagogical student fails to fulfill the obligation to reimburse, the competent authority shall monitor, guide, and issue a notice to recover the funds and have the right to file a lawsuit in court according to the provisions of law.

The Decree takes effect from April 20, 2025 and applies starting from the 2025-2026 school year.
