According to the urgent announcement early this morning of the Hanoi Department of Education and Training: Based on the forecast bulletin at 5:00 a.m. on October 6 of the National Center for Hydro-Meteorological Forecasting, Storm No. 11 (Matmo) has entered mainland China and weakened rapidly; the Hanoi area is not affected by the storm's winds, however, from noon to night on October 6, there is a possibility of heavy rain, locally very heavy rain (50-100mm, some places over 150mm), with a risk of local flooding in low-lying areas with poor drainage.
To ensure the safety of students, teachers and school facilities, the Department of Education and Training requires units and schools to closely monitor weather developments; proactively and flexibly adjust teaching and learning plans, ensuring absolute safety for students. In case students come to school, units must arrange flexible management and teaching to ensure the safety of students and teachers.

Check and inspect drainage systems, schoolyards, classrooms, canteens, boarding areas, etc.; promptly clear and reinforce to prevent flooding and landslides.
Strictly implement the on-duty regime, regularly update information, and promptly report on rain and flood situations that affect teaching and learning activities to the Department.
Speaking to Tien Phong reporter , a representative of the Hanoi Department of Education and Training said that in response to storm Mattro, on the afternoon of October 5, the unit requested schools to let students take a day off today. However, in case it does not rain this morning, some parents, for some reason, still send their children to school.
"In those cases, the school must still accept and have solutions to look after the children, avoiding situations where the children have to go home, where they may encounter flooding on the way, which is not safe," said a representative of the Hanoi Department of Education and Training.
Yesterday afternoon, Mr. Tran The Cuong, Director of the Hanoi Department of Education and Training, said that after the meeting of the City People's Committee on responding to storm Matmo (storm No. 11), the Hanoi Department of Education and Training requested schools to allow students to take a day off from in-person classes.
Mr. Cuong said that the Department of Education and Training had previously directed storm response, assigning schools to closely monitor the actual situation and proactively respond flexibly. However, at the meeting of the City People's Committee on the afternoon of October 5, the professional agency predicted heavy rain on October 6, causing difficulties for people and parents to travel. Therefore, the Hanoi Department of Education and Training requested schools to let students stop in-person classes and switch to online learning.
Notice of early dismissal
Mr. Nguyen Xuan Khang, Chairman of the Marie Curie Hanoi School Board, said that based on the latest instructions from the Department of Education and Training, the school announced today (October 6) that all students at all levels will stop going to school. In particular, middle and high school students will study online according to the timetable; primary and preschool students will be off school. All teachers have informed parents of the information since last night.
Cau Giay Secondary School also announced that all students will switch to online learning from 8am this morning. Meanwhile, at the primary level, many schools announced that they will guide students to study by themselves or send them worksheets to do their own exercises.
Ms. Nguyen Thi Thanh Ha, Vice Principal of Giang Vo Secondary School (Hanoi) said that immediately after the direction of the Hanoi Department of Education and Training yesterday afternoon, the school announced a temporary suspension of school and online learning today. However, this morning, the school's Board of Directors was still on duty at the school to manage online teaching and at the same time review the facilities and respond to the storm.
"Up to this point, no parents have sent their children to school," said Ms. Ha.
Ms. Tran Thu Ha, in Yen Hoa ward (Hanoi) said that with 3 children in the family, if they study online at the same time, there will not be enough equipment to ensure their studies. Not to mention, parents still have to go to work, without anyone to look after or manage, it will lead to other unsafe situations. "Because of natural disasters and storms, students have to miss a day of school, the next day the school has a plan to make up for it, it is appropriate, there is no need to switch to online learning, especially for young students," said Ms. Ha.
