Also attending were members of the Steering Committee for National Target Programs on New Rural Development in the province; leaders of a number of departments and branches; and New Rural Development Coordination Offices of districts and cities.
In the period of 2021-2023, the Provincial Party Committee, People's Council and People's Committee will continue to issue a synchronous system of documents to lead, direct and organize the implementation of the National Target Program on New Rural Construction in a flexible and comprehensive manner, suitable to the actual situation in the locality. Thanks to that, in the period of 2021-2023, the whole province has 3 more districts (Yen Mo, Nho Quan, Kim Son) and Ninh Binh city recognized by the Prime Minister as meeting the standards/completing the task of building new rural areas; 2 districts (Yen Khanh, Hoa Lu) have completed the criteria for advanced new rural districts, of which Yen Khanh district has completed the dossier to submit to the Central Appraisal Council for consideration and appraisal to propose the Prime Minister to recognize the district as meeting advanced new rural standards; recognized 13 more communes as meeting new rural standards (100% of communes meeting new rural standards); recognized 50 communes as meeting advanced new rural standards (accounting for 42%) of communes; Recognized 9 more communes meeting model new rural standards.
The National Target Program on New Rural Development for the 2021-2023 period has made an important contribution to changing the face of rural areas. Socio -economic infrastructure continues to be invested in, renovated, upgraded and renewed relatively synchronously; the satisfaction rate of the people reaches 94-100%. The rural economic sector has grown quite well, production capacity and level have been raised, shifting towards commodity production.
The One Commune One Product (OCOP) program has been focused on and has had initial successes (181 products have been recognized), creating a widespread influence, contributing to raising income and improving people's lives; many effective production development models have been replicated. Education and training have developed steadily and firmly; cultural, physical education and sports activities have increasingly developed in both quantity and quality. Environmental protection work in rural areas has been increasingly implemented.
Average income per capita in 2023 is estimated at 63.5 million VND/year (an increase of 4.6 million VND compared to 2020); social security and welfare policies are guaranteed and timely; the multidimensional poverty rate in rural areas in 2023 is about 1.86%; the total added value of the agricultural sector in the 2021-2023 period reaches 2.6% (in 2023 it reached 3.1%, the highest in recent years).
In recognition of the achievements, in the 3 years of 2021-2023, 3 district-level units were awarded the Third-class Labor Medal by the President, 4 district-level units were awarded the Excellent Emulation Flag by the Provincial People's Committee; 1 collective (Khanh Cuong commune, Yen Khanh district) was recognized as a typical advanced example in the conference to review the first 6 months of 2023 of the Red River Delta emulation cluster and 1 typical advanced individual attended the Conference to commend and honor typical advanced examples nationwide; 547 collectives, 36 households and 542 individuals were awarded Certificates of Merit by the Chairman of the Provincial People's Committee for their outstanding achievements in implementing the emulation movement "The whole country joins hands to build new rural areas".
At the conference, delegates focused on discussing the following contents: Solutions to mobilize resources, integrate capital sources of national target programs to complete the criteria of NTM; pay more attention to rural environment work, promote digital transformation in NTM construction; important solutions to increase people's income, develop sustainable agricultural and rural economy...
Speaking at the conference, Chairman of the Provincial People's Committee Pham Quang Ngoc acknowledged and highly appreciated the comprehensive results in the province's new rural construction in the period of 2021-2023. At the same time, he emphasized that these results were achieved thanks to the concentrated, unified and synchronous leadership and direction of the Provincial Party Committee, the Standing Committee of the Provincial Party Committee, the promulgation of policies by the Provincial People's Council, the proactive and drastic leadership, direction and administration of the Provincial People's Committee; the advisory role in the new rural construction of the Department of Agriculture and Rural Development and the Provincial New Rural Construction Coordination Office; the close and effective coordination between departments, branches, agencies, units, the Vietnam Fatherland Front at all levels, socio-political organizations, and the proactiveness of local Party committees and authorities.
The Chairman of the Provincial People's Committee also affirmed that the comprehensive results in building new rural areas in the province in the period of 2021-2023 have made an important contribution to the province in building a strong and comprehensive Party and political system, through the people with the guidelines and policies of the Party and the State. The existing achievements are also an important premise for the province to determine and firmly strive to achieve the goal of basically achieving the criteria of a centrally-run city by 2030 and becoming a centrally-run city by 2035.
To continue to better implement the National Target Program on New Rural Construction in the coming time, striving to achieve the target by 2025, the whole province has 25% of districts meeting advanced new rural standards; 50% of communes meeting advanced new rural standards; 20% of communes meeting model new rural standards, the Chairman of the Provincial People's Committee requested all levels, sectors and functional units to closely follow the goals, focus on directing, building programs, plans and solutions for the next phase in a methodical, specific and practical manner.
Promote dynamism, proactiveness, creativity, choose methods and steps suitable to the conditions and specific characteristics of each locality; focus on reviewing and perfecting the system of mechanisms and policies to support the construction of new rural areas in order to promptly remove difficulties and obstacles, ensuring suitability with actual conditions.
The Chairman of the Provincial People's Committee noted that all levels, sectors and localities should pay special attention to and promote digital transformation, complete and synchronize management records in the field of natural resources and environment in the construction of new rural areas; focus on effectively implementing the project of the Provincial People's Committee; complete cadastral records and build land databases..., contributing to the sustainable development of agricultural and rural economy.
On this occasion, Chairman of the Provincial People's Committee Pham Quang Ngoc and Vice Chairman of the Provincial People's Committee Tran Song Tung awarded Certificates of Merit of the Provincial People's Committee to 10 collectives and 9 individuals with outstanding achievements in implementing the emulation movement "The whole country joins hands to build new rural areas" in Ninh Binh province in the period of 2021-2023.
