The Department of Foreign Affairs organized an online conference to train professional skills in the field of foreign affairs for communes and wards in the province.

In order to provide timely and complete guidance on the contents of State management work in the functional areas of the Department of Foreign Affairs to ensure smooth and effective implementation of foreign affairs work when implementing administrative unit arrangement and implementing the 2-level local government model, on July 15, 2025, the Department of Foreign Affairs organized an online conference to train professional skills in the field of foreign affairs for communes and wards in the province. Comrade Luu Binh Khiem - Director of the Department of Foreign Affairs chaired the conference. Attending the conference were comrades in the collective leadership of the Department of Foreign Affairs, representatives of the People's Committees of communes and wards, leaders and civil servants of the People's Council & People's Committee Office of 72/75 communes and wards in the whole province, and all civil servants of the Department of Foreign Affairs.

Delegates attending the Conference were informed and disseminated about the functions and tasks of the Department of Foreign Affairs according to Circular No. 09/2025/TT-BNG dated June 30, 2025 of the Ministry of Foreign Affairs guiding the functions, tasks and powers on foreign affairs of specialized agencies under the People's Committees of provinces and centrally run cities and People's Committees of communes, wards and special zones of provinces and centrally run cities with 24 assigned tasks on foreign affairs at the local level such as: organization and management of outgoing and incoming delegations, international cooperation and integration, Party foreign affairs and people's foreign affairs, border affairs, national territory, consular affairs and international migration activities, work of Vietnamese people abroad, economic diplomacy, cultural diplomacy, signing and implementing international agreements, foreign non-governmental affairs, etc.

The cadres and civil servants of 72 communes and wards listened to the Reporters of the Department of Foreign Affairs convey the topics on: Functions, tasks and authority of the People's Committees of communes and wards in the field of Foreign Affairs when implementing the model of organizing 2-level local government, focusing on a number of contents such as: Building and implementing annual foreign affairs plans; organizing and managing outgoing and incoming delegations; mobilizing and deploying foreign non-refundable aid; signing and implementing international agreements; tasks for the People's Committees of border communes in performing national territorial border work and answering difficulties and problems according to assigned functions and tasks.

In the coming time. As a state management agency advising the province on foreign affairs, national borders and territories, especially implementing Resolution No. 59-NQ/TW dated January 24, 2025 of the Politburo on international integration in the new situation and the province's directives. The Department of Foreign Affairs will continue to coordinate with departments, branches and localities in the province to guide and implement state management according to its functions and tasks to advise on effective implementation of foreign affairs in the province, making practical contributions to the development of human resources, socio-economics, national defense and security of the locality.
