On the morning of December 28, the Department of Information and Communications (DIC) held a conference to review the work of the Information and Communications sector in 2023 and deploy tasks for 2024. Comrade Nguyen Duc Vuong, member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee attended.

Speaking at the Conference, Comrade Nguyen Duc Vuong, Member of the Provincial Party Committee, Vice Chairman of the Provincial People's Committee, quickly announced the socio -economic development results of the province in 2023. The whole province has achieved 13/16 main targets; The economic growth rate is estimated at 9.41%, ranking 5th in the Red River Delta, and 8th nationwide. Average income per capita reached 96.3 million VND/person/year; The poverty rate decreased to 2.49%; The program of building advanced new rural areas and model new rural areas exceeded the set plan. Many key projects have been launched, which are important in socio-economic development and regional connectivity; Successfully organized the Provincial Defense Zone exercise. Ha Nam is the first province in the country to complete the issuance of electronic citizen identification cards to 100% of the population. The most prominent are still cultural and tourism activities. For the first time, Ha Nam was honored by the World Tourism Awards as "The World's Leading Local Cultural Destination in 2023"... These achievements have positive contributions from the information and communication industry.

In 2023, the Department of Information and Communications of Ha Nam has made efforts to successfully complete the assigned tasks. State management work from the province to the locality continues to be strengthened and promoted effectively in all fields: press; publishing; post; telecommunications; radio frequencies; IT; electronics; radio and television; foreign information; news bulletins; grassroots information; information and communication infrastructure; advertising in the press, on the network environment, on publications and integrated advertising on postal, telecommunications and IT products and services. In particular, press and publishing work operates in accordance with the Party's orientation and the State's management; has reported accurately, fully and promptly reflecting the political , socio-economic, national defense and security situation of the locality and the direction and administration of the province.
Regarding the construction and development of e-Government and digital government, the sector has advised on the implementation of digital transformation platforms in management, administration and service to people and businesses; promoted the application of information technology and the construction of digital government; seriously implemented the province's digital transformation plans... During the year, all socio-economic targets were achieved and exceeded the plan: The total number of telephone subscribers reached 910,000 subscribers; The average number of telephones/100 people was 106 subscribers; Number of fixed broadband Internet subscribers/100 people: 20 subscribers; Number of mobile broadband Internet subscribers/100 people: 69 subscribers.
Acknowledging the achieved results, comrade Nguyen Duc Vuong hopes that the collective of cadres and civil servants of the Department of Information and Communications in particular, and the Information and Communications sector of the province in general, will focus on leading and directing the implementation of a number of key tasks: Timely and effectively advising the Provincial Party Committee and the Provincial People's Committee to implement legal regulations, adjust and supplement mechanisms and policies in the field of information and communications; Specify documents of the Government , Ministries and branches, in accordance with the conditions of the province to create a favorable legal environment for promoting the development of Digital Government, closely linking administrative procedure reform with the development of Digital Government; Advising on promoting digital transformation in all fields, building shared data platforms and data warehouses; Continue to put the Provincial Intelligent Operations Center (IOC) into effective and practical operation, and promptly deploy the Provincial Information Security Monitoring and Operation Center (SOC) to ensure information security for information systems that have been operating according to the 4-layer model; Support telecommunications enterprises in building BTS stations in the area to ensure that the construction of BTS stations is carried out in accordance with the approved planning of the province and enterprises; Continue administrative reform, create all favorable conditions in terms of policies and mechanisms, business environment for enterprises, organizations and individuals to exploit and provide postal, telecommunications, information technology, radio, television, press and publishing services to meet the needs of organizations and individuals in the area, ensuring the successful completion of socio-economic targets in 2024.
