Bon Bu Prang 2 was re-established in 2012, under the Border Population Stabilization Project of Quang Truc Commune ( Lam Dong Province). Up to now, after nearly 14 years of operation, a series of problems in this project have not been resolved.
Despite efforts to find solutions, the commune-level authorities admitted that many problems were beyond their authority and were awaiting instructions from higher levels.
The project's objective is to arrange and allocate population in association with socio -economic development in the border area of Quang Truc commune, gradually bringing the commune out of poverty, backwardness and slow development. The project is invested systematically on a total area of nearly 300 hectares, with a population of 90 households, of which 70 households are arranged according to the project, separated from the old village and 20 reserve households arising due to the need to separate households.
Up to now, Quang Truc commune has allocated residential land in Bu Prang 2 hamlet to 70 households, of which enough production land (2 ha) has been allocated to 60 households/128.83 ha, the number of households that have been allocated but have not enough 2 ha is 10 households/14.33 ha, the commune has also organized the issuance of land use right certificates to households. In addition to land allocation, each household in the project area is also provided with a level 4 house with an area of 25 m2, macadamia seedlings; essential works serving people's lives are also invested synchronously...
However, compared to the project's planning, the current area that has not been allocated land is 32.69 hectares, with 28 households not living in the hamlet since the project began operating. Quang Truc Commune and the hamlet's Self-Management Board have mobilized many times, and currently 3 households have returned to live, while the remaining 25 households have not returned.
Bu Prang 2 hamlet chief Bui Duc Hai said the reason why households did not return was because the resettlement location was far from the commune center (people were used to their old place of residence being closer), difficulties with domestic water, lack of land for production, etc. Many households left to return to their old hamlets after only a few years.
Due to being left vacant for many years, the facilities in the uninhabited houses have seriously degraded, causing waste, while many local households in need of housing have not been provided with any.
Ms. Thi Nhay (Bu Prang 2 hamlet) said that currently in this hamlet, there are many abandoned, dilapidated buildings and houses, and land left fallow... Meanwhile, many households in the hamlet do not have land for production, residential land, or houses, especially for households with children who have started their own families.
People hope that local authorities will soon have solutions and reorganize plans to effectively use land and housing to avoid waste.
Currently, in Bon Bu Prang 2, not only are houses abandoned, some other infrastructure items are also not effective. For example, the health center of the village, built in 2010, is currently in a state of disrepair, despite the cattle running wild... The people of Bon Bu Prang 2 hope that the authorities will soon have a plan to repair, arrange medical staff to operate or convert the function appropriately to promote effectiveness.
According to the leader of the People's Committee of Quang Truc commune, the entire land fund to arrange land for production for people was recovered by the province from organizations and handed over to the locality.
At the time of land acquisition, most of the land area was encroached upon by people, industrial crops had been planted and cultivated stably for many years, so the acquisition for project implementation encountered many difficulties. The commune had repeatedly propagated and mobilized but people still did not comply. Some cases did not agree to receive the allocated land on the grounds that the barren hill land could not be cultivated.
For the remaining area, land use right certificates have not been granted because the users have not yet provided the relevant documents. Some areas have been allocated land to people, but because they have not been surveyed or have been surveyed but are located in the planning of three types of forests (area of 84.41 ha), the issuance of land use right certificates has not been carried out.
The People's Committee of the former Tuy Duc district proposed to locally adjust this area out of the planning of three types of forests in Report No. 409/BCUBND dated September 9, 2020, but has not yet approved the adjustment.
Chairman of the People's Committee of Quang Truc Commune, Nguyen Van Anh, said that in the coming time, the locality will review cases that are eligible for land use right certificates but have not yet registered to notify people to coordinate in organizing the declaration according to regulations.
For some areas that have not been surveyed, the commune will ask for the province's policy and funding to support the implementation. Areas within the planning of three types of forests will be proposed to the province to adjust them out of the planning to continue implementing the project.
For degraded and damaged housing projects, the commune will review and build a budget to call for resources to support the repair of a number of houses to mobilize 25 households to live there, contributing to socio-economic development and soon stabilizing the lives of people in the border area.
