Speaking at the opening of the meeting, Minister Nguyen Kim Son said: TheEducation sector has two plans under construction, which are the plan for the network of higher education and pedagogical institutions and the plan for the specialized school system. These are two plans of great significance, with great, profound and comprehensive impacts, reshaping and orienting the development of the higher education system and the specialized education system.

Regarding the planning of the network of higher education and pedagogical institutions for the period 2021-2023, with a vision to 2050, the Minister informed that in the past, the Drafting Committee has carried out the plan meticulously, seriously, scientifically , practically, and cautiously and has submitted it step by step. This is not the first plan and at each specific time, the network planning is the basis for developing the higher education system, contributing to the goal of achieving regional advanced level education by 2030 and world advanced level education by 2045.
Emphasizing that planning is difficult and appraisal is also difficult, the Minister hopes that members of the Appraisal Council will have objective assessments, exchange and share opinions from different perspectives, aiming to complete it so that it can be submitted to the Prime Minister for consideration and promulgation as soon as possible.
According to the Minister, each plan has its own specific characteristics. The planning is based on spatial arrangement and development index. However, due to the specific nature of education, spatial arrangement is only one of the factors, especially in the context of digital transformation with many changes. Therefore, it is necessary to have a perspective in the digital transformation period so as not to be rigid and harmonize the factors.

The planning of the network of higher education and pedagogical institutions for the period 2021-2030, with a vision to 2050, is built according to the perspective of planning and arrangement, emphasizing the association with the socio-economic development orientation of each economic region, meeting the needs of the labor market and the needs of learners - where there are jobs and there will be many jobs, in which field, the planning of university development and training fields will be there. Particularly for big cities such as Hanoi and Ho Chi Minh City, the perspective is "expansion, relocation" not just "relocation".
At the meeting, experts and scientists discussed and gave opinions on a number of issues such as: Scale, structure of training levels and fields, public-private; on the orientation of developing doctoral training associated with research-oriented universities and at higher education centers.
Opinions also focused on discussing a number of specific goals regarding training structure and level, proportion of STEM training majors; number of higher education institutions, branches, public/private, central/local structure, plans for arranging higher education institutions; development planning for National Universities, Regional Universities, etc.

Taking note of the comments, Deputy Minister of Education and Training Hoang Minh Son said that he would direct the Drafting Committee to continue perfecting the plan. The Deputy Minister emphasized that this is a difficult plan with wide-ranging impacts. Therefore, the task of developing the plan is to meet the requirements of the law, decree and practical requirements.
According to the Deputy Minister, planning must include human resource forecasts. However, the fluctuations in socio-economic development, science and technology are very large, so only forecasts should be made in areas that can be forecasted, otherwise it may have the opposite effect.
In addition, the Deputy Minister also discussed some orientations in the planning such as total training scale/10,000 people; orientation for developing the network of key national higher education institutions; including contents on national universities, regional universities, key pedagogical schools, key technical and technological universities, and other key national higher education institutions.

Speaking at the end of the meeting, Minister Nguyen Kim Son said that the drafting committee received diverse opinions; however, all opinions agreed that the planning was carefully and scientifically implemented, based on practical analysis, and comprehensive. Some opinions noted that the drafting committee calculated breakthrough solutions to achieve the goal.
Emphasizing some viewpoints when developing the plan, the Minister also expressed his wish to receive sharing about the difficulties of those who drafted this plan. Regarding some contents that still have different opinions, the Minister noted that the Drafting Committee will continue to receive and explain.
