Kyivstar has signed an agreement with Starlink to introduce satellite-based mobile services in Ukraine, allowing the operator's subscribers to use satellite connectivity in the event of a loss of terrestrial network signal.

Kyivstar plans to offer satellite messaging services in the fourth quarter of 2025 and will expand to voice and data services in a later stage.

Ukraine’s infrastructure, including telecommunications, has been severely damaged in the conflict. Starlink devices have played a vital role there, providing high-speed broadband internet access to citizens and the military.

In January, Starlink launched its first satellites into orbit to enable direct-to-cell communications between satellites and mobile phones without the need for additional equipment such as antennas.

This will allow users around the world to access voice, video , and data messages from anywhere. Last month, the Federal Communications Commission granted SpaceX, Starlink’s parent company, permission to provide coverage in some areas.

SpaceX has partnered with T-Mobile to reach customers in low-bandwidth areas with its Starlink network, one of a handful of companies looking to use satellites to provide connectivity to smartphones.

In June, Kyivstar pledged to invest $1 billion over five years to restore Ukraine's digital infrastructure.
