Recently, in many articles and speeches at domestic and international conferences and forums, General Secretary and President To Lam emphasized the concepts of "new starting point", "new era", "era of rising up of the Vietnamese people".

The era of rising up marks a new period of development of each nation, in accordance with objective laws, in accordance with the general development process of mankind. In particular, it must be in accordance with the development process of that nation, creating very clear and typical milestones.
For Vietnam, since the Party took leadership in 1930 until now, we clearly see the emergence of eras.
After 15 years of fighting for national liberation, in 1945, the Democratic Republic of Vietnam was born, opening an era of independence and freedom for the Vietnamese people. From here, a new page of the country's history began, a page in which the working people rose up to take control of their own destiny under the leadership of President Ho Chi Minh.
Next, we carried out two strategic tasks: fighting colonialism and imperialism, liberating the South, unifying the country, and building socialism in the North. By 1975, we had achieved complete victory, opening a new era - the era of the whole country moving towards socialism.

The era of the Vietnamese people's rise is set in a world context with many epochal movements, that is, epochal movements that have long-term impacts on the security and development of all nations and peoples, including Vietnam.
Firstly, the fourth industrial revolution is creating a new economic era - the digital economy. When the economy enters a new era, all areas from society, culture, political security must have profound movements. The second epochal movement is globalization. It has been going on for decades, but now and in the coming decades it will be richer, stronger and of course more complex.
Another profound global movement of the times is the reform and innovation of socialism around the world with the successes of China, Vietnam, Laos, the creative bravery of Cuba... We affirm that socialism is still an entity that cannot be ignored, an entity that participates in shaping the modern world.
That not only helps us to be confident but also suggests to us the contents, directions and tasks to continue to promote the innovation process, towards the noble goal that we have set for the mid-21st century, which is a developed country with high income.

Find the right path and model of industrialization
Faced with such a context, what breakthroughs do we need to achieve success in this new era?
To seize opportunities and overcome challenges to help the Vietnamese people enter a new era with success and victory, there must be strategic breakthroughs.
The first breakthrough is the Party's leadership. Our Party is the only leading and ruling Party, and must promptly and clearly build a new vision - the vision of a nation rising up in a changing world.
This vision is extremely important. The 13th Congress has just outlined the outline of Vietnam until the middle of the 21st century. That is an outline and needs to be more specific so that the whole Party and the whole people can make every effort to realize it.
The second breakthrough is to have strategic thinking, implemented through national strategies. The strategic thinking of the leading and ruling Party must be timely, clear, correct, appropriate, and feasible.
What exactly is that strategic thinking, sir?
First of all, it is the strategy of industrialization and modernization of the country in the context of the emergence of the fourth industrial revolution and the increasingly strong globalization process.
In strategic thinking, it is imperative to find a path and model of industrialization that is suitable for Vietnam. Finding a path of industrialization for a latecomer like Vietnam is very difficult. We can refer to and study the experiences of Japan, China, the models of Latin American countries, and East Asian countries.
The second is the strategy for developing science and technology and innovation. Previously, the Party had determined the path of carrying out three revolutions simultaneously, in which the scientific and technological revolution was the key. Today, developing science and technology and innovation must be the top priority.
Vietnam must have some spearheads in science and technology, especially applied science and innovation capacity. What specific spearheads should we focus on? This is the most fundamental issue, which needs to be carefully studied but must be determined promptly.
Third is the strategy of rapid and sustainable development. Rapid development requires high speed in economic growth, increased production and business, creating conditions to narrow the development gap with countries in the region and the world.
Sustainable development requires high efficiency and productivity, without increasing investment, raw materials, labor, etc., but still rapidly increasing output and quality; without sacrificing fairness, social progress, and the ecological environment for economic growth.
