“Noble Mission - Ten-Year Memories” was released on the occasion of the 45th anniversary of the Vietnamese volunteer army helping Cambodia escape genocide (1979 - 2024) and towards the 79th anniversary of the Traditional Day of the People's Public Security Forces (August 19, 1945 - August 19, 2024).
This is a book about the People's Public Security soldiers in the Security Expert Delegation of the Ministry of Interior of Vietnam led by Deputy Minister Vien Chi (Chinh Nghia) for 10 years (1979 - 1989) to help the Ministry of Interior of Cambodia at that time.
Comrade Vien Chi (1919 - 1999), birth name Tran Xuan Vien, was born into a poor, patriotic Confucian family in Tan Thinh commune, Nam Truc district, Nam Dinh province. He was formerly Deputy Minister of the Ministry of Interior (Ministry of Public Security), Hero of the People's Armed Forces.
Deputy Minister Vien Chi has spent more than 40 years in the Public Security sector, holding many important positions, leaving a deep impression of a senior officer with a lot of experience and expertise. Especially when he was assigned the task of Head of the Vietnamese Ministry of Interior Security Expert Delegation to help the Cambodian Revolution in the period 1979 - 1989.
Comrade Vien Chi and the working delegation personally left many deep impressions on the Cambodian people, did many effective jobs, brought certain contributions to the Cambodian Revolutionary State in the field of security and order, helping the Cambodian Ministry of Interior in the work of building the force from a weak state to a strong and comprehensive one.
The book consists of 27 chapters like a movie with slow-motion scenes of past memories coming back. In it, comrade Vien Chi summarizes and tells about the cases that the Expert Group participated in: The reactionary Hemkitsna government set up by the CIA was arrested in Phnom Penh; Preventing a butcher of the Pol Pot genocide from infiltrating the Cambodian police; Capturing Keobay, the division commander of Pol Pot's underground army in Phnom Penh; The boat on Bangdontung Lake; A beautiful coordinated battle of the security forces of the three Indochinese countries (1983)...
However, there are some highly professional cases that security workers cannot make public, and as people often say, those cases can only be "lived in and died with". These are things that security workers must accept - they are also anonymous achievements in this silent war.
“The noble mission” is like a historical chronicle of the 10-year period (1979 - 1989) not only of the Head of the Vietnamese Ministry of Interior Security Expert Delegation helping Cambodia but also of the thoughts, feelings, beauty, feats, silent sacrifices, blood and tears of soldiers, including the People's Public Security soldiers, when performing the noble international duty of helping the Cambodian people revive after the Polpot - Iengxari genocide.
This is considered a book of historical significance, foreign affairs and valuable lessons for the young generation of Vietnam in general and the officers and soldiers of the People's Public Security in particular.
