Amending and supplementing Resolution 23 of the Provincial People's Council regulating mechanisms and policies to support the arrangement and stabilization of mountainous residents.

Quang Nam Provincial People's Committee said that recently, the Provincial People's Council issued Official Dispatch No. 194 on amending and supplementing Resolution 23 of the Provincial People's Council stipulating the mechanism and policies to support the arrangement and stabilization of mountainous residents in Quang Nam for the period 2021 - 2025 (referred to as the project).

Accordingly, the Standing Committee of the Provincial People's Council agreed not to consider submitting the project to the 24th Session of the 10th Provincial People's Council, citing some shortcomings in the draft project prepared by the professional agency regarding the addition of subjects, objectives, support mechanisms, implementation costs, etc.

To continue editing and perfecting the project, the Provincial People's Committee requested the Department of Agriculture and Rural Development to study the provisions in Clauses 1, 2, 3, 4, Section IV, Article 1 of Decision No. 590 of the Prime Minister approving the Program on population distribution in natural disaster areas, extremely difficult areas, border islands, free migration, and special-use forests for the period 2021 - 2025, with a vision to 2030.

At the same time, study Clause 3, Article 13 of Circular No. 24 of the Ministry of Agriculture and Rural Development guiding a number of contents of the implementation of Decision No. 590 of the Prime Minister to conduct a review and synthesis of the subjects that need to be relocated, arranged, plans to prepare land funds for relocation, and concentrated residential arrangement; support mechanisms, estimated total costs, ability to balance budgets at all levels... to complete the project of population arrangement in disaster areas, especially difficult areas, island borders, free migration, special-use forests to ensure feasibility, in accordance with prescribed procedures.

On that basis, report to the Provincial People's Committee for approval and submit to the Provincial People's Council for issuance of a separate mechanism. In addition, coordinate with the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention and Search and Rescue, relevant sectors and units to prioritize balancing and integrating funding sources to support overcoming the consequences of natural disasters and local budget sources to provide support and emergency evacuation for households at high risk of landslides during the rainy and stormy season in the delta region.

The Departments of Finance, Planning and Investment, Justice, and related sectors and localities are responsible for coordinating with the Department of Agriculture and Rural Development to revise and complete the project according to the proposal of the Standing Committee of the Provincial People's Council.
