In Ninh Binh province, 5/7 Industrial Parks (IPs) have been put into operation, namely Tam Diep I IP, Khanh Phu IP, Gian Khau IP, Phuc Son IP, Khanh Cu IP. The total number of employees working regularly in the IPs is about 39,500 people. If counting the workers and laborers in industrial clusters throughout the province as well as in factories and enterprises, this number must reach over 200,000 people...

It is expected that by 2030, Ninh Binh will invest in 4 more industrial parks, bringing the total number of industrial parks in the province to 11 with a total area of 2,790 hectares. Therefore, the number of workers will increase very quickly, leading to a large demand for social housing (NOXH) for workers and low-income people.

Currently, Ninh Binh province has planned 4 social housing and worker service areas with a scale of over 80 hectares, including: Social housing and worker service area of Gian Khau Industrial Park (in Gia Tran and Gia Tan communes, Gia Vien district) with a scale of 49.6 hectares; housing and worker service area of Tam Diep II Industrial Park (in Quang Son commune, Tam Diep city) with a scale of 6.89 hectares; residential, service and worker housing area of Phuc Son Industrial Park (Ninh Binh city) and Khanh Phu Industrial Park (Yen Khanh district) with a scale of 26.16 hectares (in Ninh Son ward, Ninh Binh city); social housing project for low-income people (in Ninh Phong ward, Ninh Binh city) with a scale of 1.34 hectares. Of these 4 projects, 2 projects are being implemented but the progress has only stopped at calling for investors.

According to records, the social housing project for low-income people in Ninh Phong ward has a scale of 13,460m2 with 335 apartments for low-income people. The project was implemented in 2020 and is expected to be completed and put into use in 2023. However, after the above deadline, the project has not yet attracted investors and is still just an empty lot.

Similarly, the social housing project is allocated from the 20% land fund of the Northern New Urban Area project (sub-area IX, Ninh Nhat and Ninh My communes, Hoa Lu district) with a scale of 28,988m2, including 434 apartments, with an implementation period of 60 months, but from 2019 to now, the investor has just completed the site clearance work while the completion time is in 2024.

As for the Gian Khau Industrial Park Workers' Housing and Service Area project, although it has a scale of 40,000m2 with a plan to build 2,018 apartments and 94 townhouses, it has been implemented since 2017, but so far it has only stopped at the site clearance stage and has not yet called for investors.

With the delay in implementing social housing projects, on February 22, at the national online conference to implement the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", Ninh Binh province was specifically named as one of the localities that have not planned to allocate land funds and have no social housing projects starting construction from 2021 to present.

Immediately after the online conference, Mr. Pham Quang Ngoc - Chairman of Ninh Binh Provincial People's Committee directed the Department of Construction, Department of Planning and Investment, Department of Natural Resources and Environment, Department of Finance, People's Committees of districts and cities to consider, resolve, and remove difficulties and obstacles to promptly allocate land to implement social housing projects with investors. At the same time, promptly implement procedures for selecting investors for projects that have been approved for investment policies. Along with that, he directed banks in the province to create all favorable conditions for investors to soon access the support package of 120,000 billion VND, helping Ninh Binh soon complete the assigned target of the number of social housing apartments.

In Decision No. 338 dated April 3, 2023 of the Prime Minister approving the Project "Investing in the construction of at least 1 million social housing apartments for low-income people and industrial park workers in the period of 2021 - 2030", Ninh Binh province was assigned to complete 3,100 apartments, of which 2,300 apartments will be built in the period of 2021 - 2025 and 800 apartments in the period of 2026 - 2030. In addition, Ninh Binh province has also approved the Social Housing Development Program for workers and low-income people in the province until 2030, with a vision to 2045. Specifically, the period of 2021 - 2025 is 2,887 apartments and the period of 2026 - 2030 is 2,686 apartments.
