After the opening ceremony, there was a ceremony to request the royal seal and royal decree from the tomb of Quan Lon Tra Vong to the memorial house of Quan Lon Tra Vong to hold the ceremony.

The Tra Vong mandarin named Huynh Cong Gian (1722-1782) was one of the first generals sent by the Hue court to Tay Ninh to gather people to establish villages and protect the land. When arriving in Tay Ninh, Huynh Cong Gian and his two younger brothers Huynh Cong Thang and Huynh Cong Nghe gathered and trained the people to fight foreign invaders.

Arriving in Tra Vong, Huynh Cong Gian established three hamlets, Tan Lap, Tan Hoi and Tan Hiep, and organized and trained troops to defend the area. In 1782, in a fierce battle at Tra Vong citadel, he led the people to fight until his strength and power were exhausted. He turned his sword and committed suicide, refusing to surrender to the enemy.
