Many socio -economic indicators were achieved exceeding expectations.
Tan Duong commune in Dong Thap province was established by merging three communes (Tan Duong and Hoa Thanh from the former Lai Vung district, and Tan Phu Dong from the former Sa Dec city). It has a favorable location, adjacent to the Sa Dec urban area; numerous urban development projects; and is traversed by National Highway 80, Provincial Highways 848, 852, 852B, 853, and the national waterway routes Muong Khai - Doc Phu Hien canal and Sa Dec - Lap Vo canal. These conditions are conducive to the development of transportation infrastructure, urban areas, industry, small-scale handicrafts, trade and services, ecological agriculture , and ornamental flower production combined with tourism.
With a focus on grassroots initiatives and effective service to the people and businesses, political security and social order in Tan Duong district have been ensured, contributing to the positive development of the local economy in many areas. The number of newly established businesses and newly registered business households continues to increase; many key indicators for the year have achieved good results.
- Economy: Average income of 77.4 million VND/person; budget revenue of 120.928 billion VND; growth rate of 8.5%.
- Socio-cultural aspects: 1% of households are poor; 97% have health insurance; 60% of schools meet standards; 900 new jobs were created…
- Environment: Clean water 98.6%; waste collection 98.6%.
Following the merger, Tan Duong commune has not only expanded in scale but is also being oriented to become a dynamic agricultural and ecotourism center of the province. With its strategic location, gradually improving infrastructure, and vibrant community, the locality is progressively asserting its role in the urbanization and sustainable development process, harmoniously combining economy and culture, tradition and modernity.
Notably, the results achieved in key targets last year were very positive: 13 out of 14 targets were met (92.9%). Economic targets were met at 5 out of 5 (100%). Socio-cultural targets were met at 5 out of 6 (83.3%; one target, job counseling, placement, and placement, was not met). Environmental targets were met at 2 out of 2 (100%). National security and defense targets were met at 1 out of 1 (100%).
The socio-economic situation in 2025 will continue to develop stably; agricultural production will remain stable, and agricultural products will meet the needs of the people. Livestock farming will maintain stable herds of cattle and poultry in the area.
Trade, services, and tourism activities have developed steadily; the commune has 5 markets, basically meeting the consumption needs of people within and outside the locality. The New Rural Development program continues to maintain the criteria for New Rural Development and advanced New Rural Development. The socio-cultural and digital transformation sectors have achieved many positive results, contributing to the stability and gradual improvement of the material and spiritual lives of the people.
Currently, the commune has two industrial and handicraft clusters: Tan Duong Industrial Cluster (planned area of 166,140 m²); and the urban area and handicraft cluster in Phu Long hamlet (total planned area of 352,187.2 m²), where investors are currently studying investment options.
In addition, there are 3 projects currently underway: (1) Phu Long hamlet urban residential area, Tan Phu Dong commune (expected to be completed in Q1/2027); (2) Hoa Thanh residential area (currently undergoing BT procedures and land clearance); (3) Phuong Dong export rice milling and processing plant (currently undergoing bidding).
At the same time, there are two projects currently undergoing investment proposal procedures: the Four Seasons Urban Area (23.2 ha) and the remaining land (approximately 2.3 ha) of the former local Military School; the consulting unit is currently developing a plan to propose specific options for attracting investment.
Determined to transform challenges into opportunities for sustainable and effective development.
Mr. Nguyen Van Luan, Chairman of the Tan Duong Commune People's Committee, frankly acknowledged the challenges the locality is facing: the tasks after the reorganization of the two-tiered local government apparatus are still very difficult; in the context of socio-economic conditions continuing to be affected by climate change, weather, disease outbreaks, and fluctuating prices of agricultural inputs and products. Capital investment for basic infrastructure is limited; social mobilization is difficult; industry and small-scale handicrafts remain fragmented; and a segment of the population has not yet adapted to digital transformation, smart production, and increasingly high market standards.
According to Mr. Luan, the locality will leverage its internal strengths and the power of national unity; effectively exploit its potential and advantages; overcome difficulties and promote industrial and handicraft production; support the shift in economic structure towards increasing the proportion of trade and services and high-tech agriculture. At the same time, it will develop the fields of culture, education, and health; preserve and promote heritage values associated with ecotourism; fully implement social welfare policies; and maintain national defense and security.
Notably, Tan Duong will focus on the following solutions:
Effectively manage finances and budgets, increase revenue, reduce expenditure, and prioritize investment in development and social welfare.
Promote the development of traditional flour-making villages and flour-related products; encourage technological innovation, achieve OCOP standards, and link them with craft village tourism.
Creating a favorable investment environment, developing services, encouraging household economies, and promoting the consumption of local specialties.
Attracting investment in industry, trade, and services; diversifying types of production and business; and effectively implementing Resolution 68-NQ/TW on the development of the private economy.
Developing the collective economy, supporting cooperatives and credit funds; promoting entrepreneurship and innovation.
Synchronized planning and rapid implementation of investment projects will create new breakthroughs.
Tan Duong will focus on innovating its management model, efficiently utilizing resources, and accelerating infrastructure projects according to the plan. At the same time, it will review and refine land use planning, new rural development, and essential infrastructure to align with the province's development orientation; ensuring consistency, feasibility, and creating a foundation for attracting investment.
The locality prioritizes the development of infrastructure in transportation, healthcare, education, agriculture, tourism, industry, and trade as drivers of growth. It mobilizes social resources under the principle of "the State and the People working together" to complete the rural transportation system; accelerates project progress; and proposes early investment in a new administrative center.
In agriculture, the commune is orienting towards developing suitable specialized farming areas; promoting ornamental plants and fruit trees; applying science and technology; and developing organic and circular agriculture. Rice production is stabilized at approximately 38,000 tons; and the area is being converted to high-quality rice varieties (746 hectares, about 12% of the total area). At the same time, the commune is proactively preparing investment dossiers for essential infrastructure projects (bridges, roads, schools, health stations, etc.); and mobilizing resources for the maintenance and repair of transportation and irrigation systems to serve production.
According to the Chairman of the People's Committee of Nguyen Van Luan commune, in the coming time, when additional capital is available, the locality will strengthen support for production models, transfer of scientific and technical knowledge, develop organic and circular agriculture linked to product consumption, and improve the living standards of the people.
Ms. Nguyen Thi Nhanh, Secretary of the Party Committee of Tan Duong commune, emphasized that the locality will continue to improve the investment environment, develop the private economy, attract businesses; effectively exploit revenue sources; strictly manage the budget; remove difficulties for industrial clusters; create clean land funds to attract investment; and develop appropriate tourism and experiential services. At the same time, it will effectively implement Resolution 68-NQ/TW of the Politburo on the development of the private economy.
