Strengthening construction quality management

Khanh Hoa Provincial People's Committee has just sent a document to the Department of Construction, departments, branches, People's Committees of districts, towns, cities and investors on strengthening the management of construction quality and safety in construction.

Accordingly, the Provincial People's Committee requests the above-mentioned units to strictly comply with legal regulations on construction quality management and labor safety; coordinate with relevant agencies in inspection, supervision, timely reporting and handling of arising situations (if any); take full responsibility before the law and the Provincial People's Committee for the projects and works assigned to them for management. The Provincial People's Committee assigns the Department of Construction to take charge of organizing, disseminating, guiding, urging, monitoring and inspecting the implementation of Directive No. 03, dated June 6 of the Ministry of Construction on strengthening the management of construction quality and safety in construction to agencies, units and individuals participating in construction investment activities in the province; Review and clearly define the functions, tasks and authorities between relevant levels, agencies and units in the management of construction quality and safety, ensuring consistency, connectivity and efficiency (note to proactively research and prepare plans in line with the orientation of reorganizing administrative units and the 2-level local government model under the direction of the Central Government, ensuring no interruption in the implementation of state management tasks on construction); proactively advise the Provincial People's Committee to promulgate or adjust regulations, processes and solutions to improve the effectiveness and efficiency of construction quality and safety management, promptly report and propose difficulties and problems beyond authority; strengthen specialized inspection and examination, strictly handle violations in construction activities in accordance with legal regulations; promptly suspend operations, stop construction, revoke licenses or impose sanctions according to authority on violating organizations and individuals.
