Strengthening the management of Vietnamese workers according to the tasks assigned by the State

The Department of Diplomatic Corps Services has proactively implemented Decree No. 152/2020/ND-CP in a synchronous, unified and effective manner nationwide.

From July 9-10, in Ho Chi Minh City, the Department of Diplomatic Corps Services, Ministry of Foreign Affairs held a 6-month meeting in 2025 between 3 units including the Department of Diplomatic Corps Services, Foreign Agencies Services Company Limited (FOSCO) under the People's Committee of Ho Chi Minh City, the Center for International Cooperation Development and Foreign Affairs Services (CIFA) under the People's Committee of Da Nang City and a Conference to review and evaluate the implementation of the task of "recruiting and managing Vietnamese employees working for foreign organizations and individuals in Vietnam" as prescribed in Decree No. 152/2020/ND-CP.

The Department of Diplomatic Corps Services, FOSCO Company and CIFA Center are three organizations authorized to recruit and manage Vietnamese workers working for foreign organizations and individuals in Vietnam. They have proactively implemented Decree No. 152/2020/ND-CP since its inception in a synchronous, unified and effective manner nationwide.

At the same time, the 3 units have received active cooperation in sharing information, reviewing, and making statistics on management objects... from central agencies and departments such as the Ministry of Public Security , the Ministry of Home Affairs (formerly the Ministry of Labor - Invalids and Social Affairs), units under the Ministry of Foreign Affairs and localities.

The number of Vietnamese workers tends to increase steadily and continuously: from 8,041 (in 2021) to 9,190 workers (in 2024), equivalent to an increase of about more than 14% in 4 years. Currently, 3 units manage nearly 10,000 Vietnamese workers working for more than 400 foreign organizations (FOOs) nationwide, including embassies, consulates general, representative offices of international organizations under the United Nations, foreign non-governmental organizations, permanent offices of foreign news agencies, newspapers, radio and television...

In the situation where the number of foreign organizations is decreasing and their activities are narrowing, especially foreign non-governmental organizations, the number of Vietnamese workers is still increasing every year, showing that the 3 units have made great efforts to closely monitor and strictly manage this special group of workers according to the tasks assigned by the State, both performing the function of state management and ensuring security and safety for foreign organizations.

The three units always proactively contact and share relevant information on the recruitment and management of Vietnamese workers as well as actively disseminate and propagate new policy documents of the Vietnamese Government to foreign enterprises and Vietnamese workers; proactively advise Vietnamese workers as well as foreign enterprises to resolve conflicts in labor relations.

Through the consultation of 3 units, Vietnamese workers clearly understand their legal rights and interests, and realize that properly implementing the State's regulations on regimes and obligations will bring positive benefits to workers.

At the same time, foreign organizations also realized that the management of Vietnamese workers is a task assigned by the State to 3 units to ensure the correct implementation of Vietnamese regulations as well as to ensure security and safety for foreign workers.

However, in current reality, the management of Vietnamese workers requires competent organizations to recruit and manage Vietnamese workers to further improve the effectiveness of assigned tasks. Many Vietnamese workers still do not clearly understand and properly implement the State's regulations on their civic obligations.

Concluding the Conference, Director of the Diplomatic Corps Services Department Ngo Phuong Nghi proposed to develop solutions to more effectively implement the task. In the coming time, it is necessary to improve the management of Vietnamese workers working for foreign organizations, especially foreign organizations with diplomatic functions; at the same time, promote the attraction of Vietnamese workers who truly have the qualifications and capacity to meet the job requirements, thereby being able to select and introduce high-quality Vietnamese workers to the TCCNNN.
