In 2023, many provinces and cities achieved high economic growth rates and budget revenues.
In addition, the question and answer sessions took place enthusiastically with many delegates questioning and debating. Those who answered the questions demonstrated their roles and responsibilities and gave very specific answers, creating a clear change in these activities, continuing to affirm that questioning is an effective form of supervision of the People's Council.
In particular, thematic supervision activities were prepared by the People's Council early, remotely, on the basis of closely following the proposed programs and plans. For example, Da Nang has conducted 3 thematic supervisions. Yen Bai and Vinh Phuc have organized 2 thematic supervision delegations. Ba Ria-Vung Tau has organized 1 thematic supervision delegation to monitor the implementation of projects requiring land acquisition to be implemented annually in the province in the resolution approving the list of land acquisition projects issued by the Provincial People's Council.
In 2023, there were a total of 1,332 monitoring delegations of the People's Council, the Standing Committee of the People's Council, and the People's Council Committees, which were implemented meticulously and methodically with many innovations in methods and ways of organizing the implementation of monitoring. Before conducting, surveys and surprise on-site inspections were organized, even without prior notice. The content of the People's Council's thematic monitoring is increasingly close to reality, with focus and key points such as: Ho Chi Minh City and Hanoi both monitor key traffic works such as Ring Road 4 (Hanoi), Ring Road 3 (Ho Chi Minh City). After monitoring, many problems and shortcomings in practice were recommended to be transferred to competent authorities for consideration, 13,273, and at the same time submitted to the People's Council for consideration and issuance of resolutions as a basis for monitoring the implementation. Up to now, 9,618/13,273 recommendations have been handled, reaching a rate of 72.44%.
However, according to the assessment, the activities of the People's Council still have some limitations such as: Supervision work in some areas sometimes and in some places does not ensure the time according to the proposed program and plan or the contents arising between two sessions do not ensure the time, process, prescribed procedures, lack of information, lack of records. Regular supervision activities on the implementation of resolutions of the Provincial People's Council, legal documents by the Provincial People's Committee and lower-level People's Councils are sometimes not thorough and timely. Questioning and explaining activities of the Standing Committee of the People's Council are not regular or according to plan. Monitoring and urging the implementation of recommendations through supervision by supervision delegations are mainly carried out through re-supervision activities. There are no resolute and thorough measures to promptly and fully implement the contents of recommendations after supervision...

However, expectations lie in the innovation of the People's Council because this is the elected body that is closest, most practical and closest to the people in the locality. The question being raised is how to "change the top, the bottom must also be shaken"?
To continue to innovate and improve the quality of the activities of local elected bodies, Ms. Ta Thi Yen - Deputy Head of the Delegation Affairs Committee of the National Assembly Standing Committee said that the People's Councils of provinces and cities need to pay more attention to the process of policy and law making of the National Assembly and the National Assembly Standing Committee. Effectively carry out the supervision activities of the People's Council, especially supervising the implementation of its resolutions, programs and projects in a practical and effective manner, doing a good job of receiving citizens, meeting voters, receiving, handling and monitoring the settlement of citizens' complaints and denunciations according to regulations, especially urgent and pending cases that have not been completely resolved.
According to Mr. Le Nhu Tien (member of the 13th National Assembly), the National Assembly is an elected body at the central level, while the People's Council is an elected body at the local level, including the provincial, district, and communal levels. When the National Assembly changes, the People's Council also needs to change accordingly.

The People's Council must supervise the promulgation of local legal documents to ensure the rights of the people. It is necessary to carefully develop programs for overall supervision, thematic supervision, and supervision according to voters' recommendations when people reflect their legitimate and legal aspirations. Especially, it is necessary to supervise the responses to recommendations sent by voters.
The quality of supervision by the People's Council is improved when there is a clear division of tasks and responsibilities in monitoring and resolving issues that have been recommended through supervision. Monitoring agencies in the executive system, and "urging" through "measuring" time markers. That is, there is a deadline for resolving recommendations after supervision. It can be 6 months, 1 year, or at most 1 term. When the deadline has passed and they are not resolved, questions will be raised at meetings.
Currently, in addition to questioning at the National Assembly, there are also questions at the Standing Committee of the National Assembly. For a long time, the People's Council has often questioned at regular meetings, and rarely questioned at special meetings (extraordinary meetings - PV). Therefore, it is necessary to flexibly demonstrate initiative, and solve urgent problems arising from practice. It is necessary to reflect on practice, supervision, re-supervision and questioning.
The law has clearly stipulated, but we have not yet carried out unscheduled supervision. Meanwhile, unscheduled supervision will contribute to preventing limitations, shortcomings, and negativity in the leadership, direction, administration, and performance of public duties by civil servants and public employees at all levels, preventing corruption and negativity.

According to the provisions of Resolution No. 96/2023/QH15 of the National Assembly, the People's Councils at the provincial and district levels nationwide have conducted a vote of confidence for the people holding positions elected by the People's Council at the end of 2023. Specifically, at the provincial level, a total of 1,700 people were voted on as prescribed. The People's Council did not conduct a vote of confidence for 208 people (including 176 people newly elected by the People's Council in 2023 and 32 people who had announced their resignation pending retirement or were dismissed before the vote of confidence was held). The result of the number of people with more than 50% of the total votes of "high confidence" was 1,546/1,700 people, accounting for 90.94%. There was one case with more than 50% to less than 2/3 of the total votes of "low confidence": the Chairman of the People's Committee of Vinh Phuc province (Mr. Le Duy Thanh - PV). Currently, this case has been prosecuted and temporarily detained. At the district level, a total of 12,028 people were voted on. The People's Council did not vote on confidence for 1,624 people (including 1,466 people newly elected by the People's Council in 2023 and 158 people who had announced their resignation pending retirement or were dismissed before the vote of confidence was held).
