Strengthening cooperation between Dien Bien and Saint Petersburg city, Russia

At the same time, he emphasized the important significance of the meeting in strengthening the friendly relationship and the growing potential for cooperation between Dien Bien Province and Saint Petersburg City.

Talking to the delegation, the Chairman of Dien Bien Provincial People's Committee gave an overview of the situation of science, technology, innovation and digital transformation in Dien Bien province, focusing on areas such as state management, education, health, agriculture and public services...

The Chairman of the People's Committee of Dien Bien province also proposed a cooperation program between Dien Bien province and Saint Petersburg city in the coming time, focusing on the following contents: cultural heritage preservation; environmental technology; expert exchange and academic exchange; application of science and technology; establishment of the Russia - Vietnam Center for Information Technology, Innovation and Advanced Development in Dien Bien province.

Dien Bien province is committed to creating favorable conditions for the effective implementation of cooperation programs between Dien Bien province and the city with Saint Petersburg, especially the establishment of the Center for Science Application and Technology Innovation.

The Chairman of the People's Committee of Dien Bien province also expressed his wish that the Delegation of Saint Petersburg city discuss more specifically the upgrading of Dien Bien IOC Center. In particular, conducting surveys and specific discussions on solutions, technology and integration capabilities of the city with Dien Bien IOC Center.

Mr. Vyacheslav G. Kalganov said that according to the agreement between the two sides, in September 2025, Saint Petersburg Pedagogical College will send Russian language lecturers to teach at Dien Bien Province's Ethnic Boarding School. In October 2025, Saint Petersburg city will establish and send a delegation of students to visit Dien Bien.

Major museums in Saint Petersburg are also ready to cooperate with Dien Bien province to build documents, display and organize historical education activities for the young generation.

In addition, Saint Petersburg city is committed to sharing experiences, transferring technology and coordinating human resource training to serve sustainable development goals in Dien Bien province.
