The people are at the center and are the main actors.

At the conference summarizing Party building work for the 2020-2025 term, the Standing Committee of the Hue City Party Committee assessed that: During the past term, the City Party Committee issued many projects and plans, and strongly directed the implementation of patriotic emulation movements and in-depth campaigns at the local level. Movements such as: "Green Sunday," "Act to make Hue greener, cleaner, and brighter," "Yellow apricot blossoms in front of the gate," and the campaign "All people unite to build new rural areas and civilized urban areas"... were widely implemented. The movements were organized according to the motto "The people know, the people discuss, the people do, the people inspect, the people supervise, and the people benefit"; contributing to promoting the role of the people as masters in all aspects of political and social life.

At the conference, the Standing Committee of the Hue City Party Committee assessed that it is thanks to such practical and people-oriented movements that the relationship between the Party and the people in Hue City has become increasingly close. Beyond just mobilization efforts, the Hue City Party Committee truly places its trust in the people through self-governance models, community supervision, and social consultation. The people are not only beneficiaries but have become active participants in Party building, from security protection and urban beautification to building cultural life and supervising local officials and Party members.

Practical experience in localities shows that "effective public mobilization" models have been implemented effectively, especially in disseminating information and mobilizing people to participate in building a civilized urban lifestyle, maintaining order and environmental hygiene.

The "Security Camera" models in the wards are implemented with funding mobilized from the people themselves. This not only demonstrates consensus but also shows the proactive spirit and high responsibility of the community in protecting security and order. People contribute their labor and resources, participate in monitoring and operating the system, and cooperate closely with the police force and local officials.

The overarching goal of the government apparatus is to serve the people.

Dr. Nguyen Van Quang, lecturer at the Faculty of Political Theory, Hue University of Education, analyzed: The relationship between the Party and the People is a "blood and flesh" relationship, fundamental and vital to the Communist Party of Vietnam . The Party is not only the leading force but also a political organization serving the interests of the People. Conversely, the People, as the supreme subject of State power, voluntarily entrust their faith and consensus to the Party's leadership.

The people's full and genuine exercise of their right to self-governance in actively, proactively, and consciously participating in building a clean and strong Party and political system is not only an objective requirement but also a decisive factor in maintaining the working-class nature and the people-centered nature of the Party. The ruling Party leads the revolutionary cause and the construction of socialism, especially in the context of the country entering a new stage of development, deep integration, and facing many challenges.

Hue City in particular, and the whole country in general, are entering a new phase of development, a phase of national progress. Especially, from July 1st, the two-tiered local government model officially came into operation. This requires a strong transformation of the administrative apparatus, upholding the principle of putting the people first, to be even closer to the grassroots and the people.

During a recent meeting with key officials of the newly reorganized and merged communes and wards, Mr. Le Truong Luu, Member of the Central Committee of the Party, Secretary of the City Party Committee, Chairman of the City People's Council, and Head of the City's National Assembly Delegation, emphasized: “The overarching goal of the government apparatus is to serve the people; the government must be constructive and service-oriented, not bureaucratic or formalistic. Those entrusted with responsibilities must absolutely place the interests of the people at the center of all their actions and decisions.”

Party Secretary Le Truong Luu pointed out: The effectiveness of Party building is not only demonstrated through resolutions or reports, but must be proven by the people's trust, satisfaction, and the genuine development of the locality. Each cadre and Party member needs to clearly define their role in setting an example, promoting pioneering spirit, being close to the people, listening attentively, and being open to feedback; thereby creating social consensus and leveraging collective strength to successfully achieve the goals set forth in the City Party Congress resolution.
