Strengthening management and protection of unexploited minerals

Accordingly, the District People's Committee assigned the Chairmen of the People's Committees of communes and towns to continue implementing solutions to implement state management of mineral resources in the locality in accordance with the functions and tasks prescribed in the Law on Minerals.

Implement the Regulations on coordination in state management of land, water resources, minerals and environmental protection in Mai Son district; the commitment signed between the Chairman of the Commune People's Committee and the Chairman of the District People's Committee in the management of natural resources and environmental protection in 2023. Strictly implement the plan to protect unexploited minerals in the province approved by the Provincial People's Committee.

Mai Son stepped up inspections of areas with potential risks of illegal mining to promptly detect and handle them.

Regularly inspect the situation of mineral activities, especially planned mineral mine areas and potential areas of illegal mining, suspected illegal mining activities. Timely detect, prevent and handle illegal mineral exploration, exploitation, trading and transportation activities.

Closely and effectively coordinate with neighboring localities in managing, inspecting and handling violations in mineral activities, especially sand and gravel minerals from riverbeds.

It is strictly forbidden to take advantage of dredging and channel clearing to illegally exploit sand. Be responsible before the Chairman of the District People's Committee when allowing illegal mineral exploitation to recur in the area without handling it or allowing it to continue for a long time, causing public outrage.

The Department of Natural Resources and Environment shall preside over and coordinate with relevant agencies to advise the District People's Committee on state management of minerals; propose handling of violations within its authority (if any).

Regularly coordinate inspections and grasp areas at risk of illegal mineral activities; urge and guide the People's Committees at the commune level to perform the tasks of land and mineral management, and prepare records to handle violations in accordance with regulations.

According to the leader of Mai Son Department of Natural Resources and Environment, every year, the District People's Committee has directed the Interdisciplinary Team with the District Police as the standing agency, the Working Group with the Chairman of the Commune People's Committee as the Team Leader to strengthen inspection and grasp the area, focusing on some key areas with potential risks of illegal mineral exploitation to promptly detect and handle.

From 2020 to present, no cases of illegal sand and gravel mining have been detected on the Da River in Mai Son District. However, 3 cases of illegal mineral exploitation were detected on the Da River in Bac Yen District. The Interdisciplinary Team has handed over to the Bac Yen District People's Committee for handling according to regulations.

At the same time, promote the dissemination of mineral laws to the people. Thereby, raising people's awareness and consciousness, actively participating, providing information to help functional agencies and local authorities grasp the situation, on that basis, have plans and measures to organize inspections and effectively handle violations of illegal mineral exploitation.
