Enhancing the application of AI in management and operations.

In the context of the country's accelerated digital transformation, artificial intelligence (AI) is considered a breakthrough technology that promotes comprehensive and effective digital transformation. The province is strengthening the application of AI and virtual assistants in management and administration, shortening the time required to process tasks.

Currently, AI is no longer a foreign concept but has become a powerful tool, enhancing the efficiency of the state administrative apparatus. The application of AI in management, operation, and administrative work contributes to the effective implementation of Resolution No. 57-NQ/TW, dated December 22, 2024, of the Politburo on breakthroughs in science, technology, innovation, and national digital transformation; and the realization of the digital transformation orientation. This is a concrete step in the roadmap for reforming leadership, direction, and operation in the province.

In administrative management, AI has enormous potential to optimize processes, shorten processing times, reduce paperwork, and provide greater convenience for citizens and businesses. Simultaneously, it enhances the quality of public services, provides accurate and timely information, supports data-driven decision-making, and promotes transparency and fairness. It also enables big data analysis, helping government agencies better understand citizen needs, predict trends, and formulate effective policies.

In recent years, the province has upgraded its information technology infrastructure, databases, and online public services synchronously, ensuring information security, and the digital transformation index has been steadily improving. To enhance the effectiveness of AI application in practice, the province focuses on a long-term strategy, investing in digital infrastructure, training AI personnel, and developing an innovation ecosystem to become a locality with provincial competitiveness, digital transformation, and innovation indices ranking among the top 20 nationwide by 2030.

Implementing a two-tiered local government model, the commune level is the closest point of contact with citizens and businesses. The pressure to handle work at the grassroots level has increased significantly, from resolving administrative procedures to implementing social welfare policies and monitoring data in real time. In response to this situation, the Provincial Party Committee and the Provincial People's Committee are promoting the application of AI in government operations to improve work efficiency and enhance the quality of public services.

The province encourages officials and civil servants to actively research and apply AI tools to their work. Agencies, units, and localities should proactively develop AI application plans suitable to the specific characteristics of their respective fields and sectors; and encourage initiatives and pilot effective models. The Department of Science and Technology will continue to advise the Provincial People's Committee on perfecting mechanisms, policies, and digital infrastructure to expand AI applications into essential sectors and fields, especially in governance, administrative reform, and improving the efficiency of services for citizens and businesses, contributing to the rapid and sustainable socio -economic development.

According to Vo Minh Trung, Director of the Department of Science and Technology, the Department is actively coordinating the testing of AI and virtual assistant applications in management, administration, and support for the work of officials and civil servants. Specifically, a speech-to-text system helps officials and civil servants assigned to secretarial duties at meetings reduce the time spent on note-taking and summarizing, enabling them to quickly and accurately draft meeting minutes and announcements of conclusions.

A virtual legal assistant helps to promptly answer questions about the delegation of authority, decentralization, and delineation of jurisdiction between different levels of government for officials and civil servants, based on data from government and central ministries' regulations, ensuring the smooth and efficient operation of the two-tiered local government model. The province integrates the Gen AI Chatbot into its document management and operational system, automatically converting documents into advanced knowledge, capable of processing questions naturally, and supporting users in quickly and accurately searching for documents by content and keywords, optimizing information retrieval on the system.

Initial assessments indicate that the application of AI in the administration and management of agencies, units, and localities has yielded positive results, contributing to shortening processing times and meeting the requirements of administrative reform. Many officials and civil servants are actively applying AI to their professional work. Mr. Nguyen Dieu Duc, a specialist at the Party Committee Office of Go Quao commune, shared: “Aware of the importance of digital transformation and the need to improve the quality of officials and civil servants to meet the operational requirements of the commune-level government, I constantly learn and improve my knowledge, skills, and expertise, especially digital capabilities, to be able to master technology. The application of information technology and AI helps me save time and effort, improve the efficiency of public service, and successfully complete assigned tasks.”
