Strengthening AI application in management and operation

Nowadays, AI is no longer a strange concept but has become a powerful tool to improve the efficiency of operations in the state administrative apparatus. The application of AI in management, operation, and handling of administrative work aims to contribute to the effective implementation of Resolution No. 57-NQ/TW, dated December 22, 2024 of the Politburo on breakthroughs in science and technology development, innovation and national digital transformation; realizing the orientation of digital transformation. This is a specific step in the roadmap for innovation in leadership, direction, and operation of the province.

In administrative management, AI has great potential to help optimize processes, shorten processing time, reduce paperwork, and bring more convenience to people and businesses. At the same time, it improves the quality of public services, provides accurate and timely information, supports data-based decision-making, and aims for transparency and fairness; analyzes big data to help state agencies better understand people's needs, forecast trends, and formulate effective policies.

In recent times, the province has upgraded its information technology infrastructure, databases, and online public services synchronously, ensuring information security, and its digital transformation index has been increasingly improved. To improve the effectiveness of AI application in practice, the province focuses on long-term strategies, investing in digital infrastructure, training AI human resources, and developing an innovation ecosystem to become a locality with provincial competitiveness indexes, digital transformation, and innovation in the top 20 nationwide by 2030.

Implementing the 2-level local government model, the commune level is the place that has the closest contact with the people and businesses. The pressure to handle work at the grassroots level has increased significantly, from handling administrative procedures to implementing social security policies and monitoring data in real time. In this situation, the Provincial Party Committee and the Provincial People's Committee have promoted the application of AI in government operations, helping to improve work efficiency and enhance the quality of public services.

The province encourages cadres, civil servants and public employees to actively research and apply AI tools to their work. Agencies, units and localities proactively develop AI application plans suitable to the specific characteristics of their fields and sectors; encourage initiatives and pilot effective models. The Department of Science and Technology continues to advise the Provincial People's Committee to perfect mechanisms, policies and digital infrastructure to expand AI applications in essential sectors and fields, especially in governance, administrative reform, improving service efficiency for people and businesses, contributing to promoting rapid and sustainable socio -economic development.

According to Director of the Department of Science and Technology Vo Minh Trung, the Department actively cooperates in testing AI application systems and virtual assistants in management, operation, and support for the activities of officials and civil servants. Specifically, the voice-to-text system helps support officials and civil servants assigned to do secretarial work at meetings to reduce the time spent on recording, synthesizing, promptly drafting minutes, and announcing conclusions after the meeting quickly and accurately.

The legal virtual assistant helps to promptly answer questions about decentralization, delegation, and division of authority between government levels for officials and civil servants based on data from regulatory documents of the Government and central ministries and branches, helping the operation of the 2-level local government model to be smooth and effective. The province integrates ChatBot Gen AI on the document management and provincial administration system, automatically converts documents into advanced knowledge, has the ability to process natural questions, supports users to search for documents by content and keywords quickly and accurately, helping to optimize information lookup and search on the system.

Through initial assessment, the application of AI in the operation and management of agencies, units and localities has brought positive results, contributing to shortening the time for processing work, meeting the requirements of administrative reform. Many cadres, civil servants and public employees actively apply AI in their expertise.
