Increased regional connectivity
The Ho Chi Minh City Ring Road 4 project, Thu Bien Bridge - Saigon River section (phase 1) passes through Tan Uyen City, Ben Cat City, Bac Tan Uyen District of Binh Duong Province. The project is invested to facilitate regional connectivity and improve the efficiency of exploiting expressways and radial national highways, which have been and are being implemented to promote investment efficiency and traffic connection between Long Thanh International Airport and provinces and cities in the Southern Key Economic Zone.
The Ho Chi Minh City Ring Road 4 project passing through the province has a total length of about 47.45km, starting at the location connecting Ring Road 4 with the current Thu Bien bridge in Thuong Tan commune, Bac Tan Uyen district; ending at the area in front of Phu Thuan bridge pier in An Tay ward, Ben Cat city. Up to now, many sections passing through the province have been fully invested and put into use, including the sections passing through the Vietnam - Singapore II Industrial Park - expansion (Tan Uyen city), the section passing through My Phuoc Industrial Park (Ben Cat city), the section overlapping with the Thu Bien - Dat Cuoc road project. The project is implemented in the form of Build - Operate - Transfer (BOT), with a total investment of 11,743 billion VND. Capital is mobilized from equity, loans and other legally mobilized capital. The implementation period is 26 months from the effective date of the project contract. The winning investor of the project is the consortium of Industrial Development and Investment Corporation - JSC (Becamex IDC), Infrastructure Development JSC (Becamex IJC) and Deo Ca Group JSC.
With the existing foundation, along with the strategic implementation steps integrated in the Provincial Planning for the period 2021-2030, with a vision to 2050, experts assess that Binh Duong will make an important contribution to the construction and development of the new Ho Chi Minh City (merging Binh Duong province, Ba Ria - Vung Tau province and Ho Chi Minh City) in accordance with the policies, orientations and goals of the Party and State, which is to develop the new Ho Chi Minh City into a high-tech megacity. |
Phase 1 of the project has a scale of investment in a 4-lane highway, including a continuous emergency lane, a roadbed width of 25.5m, a design speed of 100km/h; type and level of traffic works of level I; the section from DT742 to Thoi An bridge is about 12km long: Upgrading the invested sections (urban roads of 62m) and investing in a new section from Vietnam - Singapore II A Industrial Park to My Phuoc 3 Industrial Park with a roadbed of 62m with 4 expressway lanes, 2 continuous emergency lanes. The completed phase (planning) has a scale of 8 expressway lanes, 2 emergency lanes, 2 parallel roads and sidewalks on both sides (depending on each section according to demand), the roadbed is 74.5m wide. For the section from DT742 to Thoi An bridge, the roadbed is 62m wide.
In recent times, Binh Duong has focused on mobilizing the entire political system to participate in accelerating the progress of compensation and site clearance for the Ho Chi Minh City Ring Road 4 project through the province. In addition to this project, key national traffic projects passing through the province are being accelerated in terms of investment and construction, such as the Ho Chi Minh City Ring Road 3 project, the Ho Chi Minh City - Thu Dau Mot - Chon Thanh expressway, upgrading and expanding National Highway 13, etc. After completion and put into use, these projects will contribute to completing the smooth traffic infrastructure of the new Ho Chi Minh City, developing urban areas, creating new development space, and creating a driving force to promote the economic development of the whole region in the new period.

Our Party and State always affirm: "Along with education and training, science and technology are the top national policies, the driving force for socio-economic development, and the necessary conditions to maintain national independence and successfully build socialism". In order to effectively implement Resolution No. 57-NQ/TW of the Politburo on breakthroughs in science, technology, innovation and national digital transformation and Resolution No. 03/NQ-CP of the Government to promote the development of science, technology and innovation so that scientists are ready to enter the era of national development, Binh Duong always affirms that science and technology are a solid pillar in the sustainable development strategy.
The groundbreaking ceremony of the Investment Project to build the Education - Training Complex (university, vocational training, high school, middle school, primary school) phase 1 in Tan Uyen City with the goal of forming an educational complex, including general education facilities from primary to high school, vocational education facilities according to the Binh Duong Provincial Planning for the period 2021-2030, with a vision to 2050 to meet the learning needs of about 4,150 students/year. The project is invested in construction in Thai Hoa ward, Tan Uyen city. The project area is about 84,031m²; the total estimated investment is 543 billion 352 million VND. The total estimated completion time of the project is 7 years from the date of land handover by the competent authority on site.
Binh Duong has identified the development and improvement of human resource quality as one of the province's breakthrough programs, meeting the requirements of building a sustainable province towards a smart, civilized and modern urban area. Human resources have become one of the important factors in the process of building the Binh Duong innovation zone. Education and training activities in the locality have had many innovations in recent times, in which the "three-house" linkage model (State - school - enterprise) plays an important role. Universities in the province have actively combined training, scientific research and practice.
Binh Duong is aiming to become the leading industrial and innovation center in the region. To achieve this, Binh Duong has been actively implementing key projects, such as eco-industrial parks and research and development (R&D) centers to improve technological capacity and create a favorable environment for start-up and innovation projects. Currently, the province has 8 universities, 7 colleges, dozens of vocational schools, and the groundbreaking of the above project will actively contribute to the development of the province's innovation ecosystem. These projects will be a bridge between businesses and educational institutions, promoting cooperation in research and application of new technologies, contributing to the formation of a large-scale science and technology ecosystem as well as contributing to the sustainable development of the locality.
