Previously, the province had many specialized associations such as: Red Cross Association, Elderly Association, Association of Agent Orange/Dioxin Victims, Association for the Support of the Disabled and the Disabled, Cooperative Alliance, Provincial Association of the Blind... These associations were assigned tasks by the Party and State and supported in terms of funding, organization, and personnel; and were members of the Provincial Fatherland Front.
Over time, the organizational and operational models of associations have increasingly revealed limitations, such as: cumbersome organization, overlapping functions, uneven operational efficiency, causing considerable pressure on the state budget. In the context of the entire province shifting to a 2-level local government model, the requirement to streamline the apparatus, reduce focal points, and avoid overlap becomes more urgent.
On June 23, 2025, the Provincial Party Committee issued Decision No. 2234-QD/TU approving the Project on reorganizing and streamlining the Vietnam Fatherland Front, socio- political organizations and mass organizations assigned by the Party and the State. On June 27, 2025, the Provincial People's Committee issued a decision recognizing 13 mass organizations assigned by the Party and the State; at the same time, clearly identifying the specialized state management agency for each association.
According to the Project, in the immediate future, it is necessary to stabilize the focal points of these 13 associations, while at the same time requiring continued review and streamlining of the internal apparatus, streamlining of staff and reorganizing the method of operation towards efficiency and economy, in conjunction with the direction of the Party Committee and the consultation and agreement with the Standing Committee of the Provincial Fatherland Front Committee.
On July 1, 2025, the Standing Committee of the Provincial Fatherland Front Committee issued Decision No. 56/QD-MTTQ-BTT on the working regulations of the agency; in which the Mass Association Work Committee is assigned to act as the focal point for advising and assisting the Committee in monitoring and managing mass associations assigned by the Party and State to operate in accordance with their principles and purposes, ensuring unity in the political system.
Bringing the associations under the Provincial Fatherland Front Committee does not reduce the role or function of each organization. On the contrary, through a synchronous coordination mechanism, the associations have conditions to operate more closely and effectively, make the most of common resources, and promote combined strength.
Mr. Lanh The Vinh, Chairman of the Provincial Association for the Protection of the Disabled and the Disabled, shared: The merger helps the association coordinate more smoothly in its activities, receive better support in terms of orientation and use resources effectively. Because it has been a member of the Fatherland Front before, the merger does not cause major disruption.
Mr. Mac Doan Dung, Vice Chairman of the Provincial Cooperative Union, said: The reorganization of the associations is in line with practical requirements in the context of transition to a two-level government. Previously, the Party Cell belonged to the Provincial People's Committee Party Committee, and its expertise was managed by the Provincial People's Committee. Now the Party Cell has been transferred to the Vietnam Fatherland Front Party Committee, and its expertise is managed by the Department of Finance. The streamlining helps the unit operate more effectively, efficiently, and properly.
The reorganization of mass organizations has initially brought positive results. The role of supervision and social criticism of the Vietnam Fatherland Front Committee has been strengthened with the addition of a large and experienced membership force from the organizations. At the same time, the connection between the organizations has been tightened, contributing to the creation of common action programs that are more effective and closer to practical needs.
Mr. Tran Dinh Trach, Vice Chairman of the Provincial Association of War Veterans, Head of the Mass Association Work Committee, affirmed: We continue to closely follow the direction of the province and the Standing Committee of the Provincial Fatherland Front Committee, gradually perfecting the coordination regulations between member associations; at the same time, providing specific instructions on organization and personnel to ensure a smooth transition without causing disruption. We are consulting and coordinating with the commune level to arrange cadres to concurrently hold the functions and tasks of associations in the area.
Streamlining mass organizations and bringing them into unified operation under the coordination of the Provincial Fatherland Front Committee is a correct step, consistent with the orientation of building a streamlined, effective and efficient political apparatus in the spirit of Resolution of the 6th Central Conference (12th tenure). This is also an important premise for the province to continue administrative reform and build a government serving the people in the new period.
