Accelerating public investment: Target of 100% capital disbursement by 2025

On the morning of May 20, Prime Minister Pham Minh Chinh chaired a conference to promote public investment growth momentum in 2025. One of the main tasks of the conference is to promote the goal of disbursing 100% of public investment capital in 2025.

The report at the Conference showed that, with the strong direction of the Party, the National Assembly and the Government, the domestic economy continues to show positive signs of recovery. One of the key tasks is to promote the disbursement of public investment capital to complete the socio-economic development goals in 2025.

As early as December 4, 2024, the Prime Minister assigned the state budget investment plan for 2025 with a total of nearly VND 829.4 trillion, reaching 100% of the plan allocated by the National Assembly . By April 30, 2025, the estimated total disbursement nationwide was VND 128.5 trillion, reaching 15.56% of the plan assigned by the Prime Minister, lower than the same period in 2024 (16.64%) but in absolute value higher than VND 18,000 billion.

There are 10/47 ministries, central agencies and 36/63 localities with above average disbursement rates. Some units with high disbursement rates include the Ministry of Public Security (27.3%), Thanh Hoa (39.2%), Ha Nam (38.4%), Lam Dong (30.1%)...

National key infrastructure projects such as highways, airports, seaports, etc. are being prioritized for capital and vigorously implemented. The whole country has started and inaugurated 80 key projects on the occasion of the 50th anniversary of the Liberation of the South and National Reunification Day.

Deputy Minister of Finance Nguyen Thanh Trung said that some problems still exist, such as unclear regulations for cultural works or overlap between the Heritage Law and the Construction Law. However, localities with the participation of the entire political system have very positive results.

Notably, the current Law on Public Investment has completely decentralized power to ministries and localities, with no projects being submitted to the Prime Minister for approval. The arrangement, allocation, payment and settlement of capital are all the responsibility of localities. It is also proposed to transfer budget adjustments from the National Assembly to the Government to facilitate flexible management.

In his concluding remarks, the Prime Minister requested ministries, branches and localities to strictly implement the Government's direction; determined to disburse capital at 100% of the plan (previously 95%) to promote development, create jobs, reduce input costs and increase development space.

The Prime Minister emphasized the need to individualize responsibilities, clearly assign people, tasks, and time, and effectively coordinate site clearance and material transfer. At the same time, he requested to amend the Bidding Law in a transparent, effective, and easy-to-implement direction.

In addition, the Prime Minister suggested promoting the role of Government working groups, strengthening inspections and removing difficulties. Assigning leaders to be in charge of each project group, handling problems according to authority or reporting to competent authorities if beyond authority.

The specific goals by the end of 2025 are to complete 3,000 km of highways, 1,000 km of coastal roads, inaugurate phase 1 of Long Thanh International Airport and start construction of the Hanoi - Lao Cai - Hai Phong railway.

The Prime Minister requested the Ministry of Home Affairs and the Ministry of Finance to review the implementation of capital disbursement, using these results as an important basis for assessing the level of task completion and staff.
