Changing the face of the countryside
As a mountainous district with over 95% of the population being ethnic minorities, Bac Yen will be out of the list of 74 poor districts nationwide in 2022. However, the district still has 13 communes and 67 villages facing extreme difficulties.
Implementing the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas (Program 1719), Bac Yen has established a Steering Committee for National Target Programs for the period 2021-2025; issued operating regulations and assigned tasks to members of the Steering Committee. Directed the People's Committees of communes to establish Commune and Village Management Boards to organize implementation.
During the implementation process, the district has issued over 140 documents to direct the implementation; guide the implementation process of reviewing beneficiaries and the implementation process with the content of housing support for poor households. Coordinate with the Provincial Ethnic Committee to review the content, list, capital needs... to implement component projects; review and plan capital sources for the period 2021-2025, regularly inform the Provincial Ethnic Committee to promptly remove obstacles.
Mr. Thao A Mua, Vice Chairman of Bac Yen District People's Committee, said: After nearly 3 years of implementation, the project's targets have basically ensured progress. The rate of poor households in the area has decreased by over 4% per year; over 87% of communes have asphalt or concrete roads for cars to the commune center; over 64% of villages have roads from the commune center to the village center that are hardened;
99.2% of the rural population has access to clean water; 95% of the urban population has access to clean water; 100% of the ethnic minority population participates in health insurance. The proportion of ethnic minority workers of working age who receive appropriate vocational training is 17%, of which 80% are ethnic minority workers aged 18-35 years old...
From the program's support funds, Bac Yen has supported 36 poor households to build houses; directly supported production land for 30 households; invested in 5 centralized domestic water projects in 4 communes; supported water tanks for 39 poor ethnic minority households. The district is implementing 3 residential arrangement projects, with a total expected number of households by the end of 2023 of 24 households and by the end of 2024 of 104 households.
At the same time, Bac Son district authorities supported people in implementing agricultural development models such as organic rice cultivation, taro and Queen pineapple cultivation, and Shan Tuyet tea material areas. Two literacy classes were opened for 46 students; 10 vocational training classes for 350 workers.
Along with Bac Yen, other localities across the province have also made efforts to effectively promote the support capital from the Program. In the period of 2021 - 2025, Son La has 202/204 communes, wards and towns in the ethnic minority and mountainous areas, of which 126 communes in area III and 1,449 particularly difficult villages are within the scope of the Program.
Speed up project implementation
According to the leader of the Ethnic Minorities Committee of Son La province, to implement the 1719 Program, the Provincial People's Committee has directed the establishment of Steering Committees at all levels, unified operating regulations, assigned tasks; increased decentralization to localities; accelerated the implementation progress of component projects and capital disbursement progress; and gradually achieved the project's objectives.
At the same time, promote propaganda and create strong changes in awareness of Party committees at all levels, authorities, and people of all walks of life, especially ethnic minorities, to create consensus and promote the combined strength of the entire political system and the unanimity and synergy of the whole society in implementation.
According to the plan, the total capital for implementing the program in the 2021 - 2025 period in the whole province is 8,690,065 million VND to implement 10 component projects. The goal by 2025 is that the average income of ethnic minorities will double compared to 2020; at least one district will be removed from the list of poor districts; each year, 4-5% of poor and near-poor households in extremely disadvantaged communes will be reduced; 44% of communes in ethnic minority areas will meet the new rural standards; 85% of villages will have paved roads from the commune to the village...
After nearly 3 years of implementation, 417 billion VND has been disbursed, gradually solving the shortage of residential land for 179 households, production land for 239 ethnic minority households; building 158 centralized domestic water works; solving the problem of scattered domestic water for more than 6,000 households. Arranging and stabilizing the population in extremely difficult areas, border areas, and ethnic minority households who still practice shifting cultivation and nomadic living at 17 concentrated settlement points for over 900 ethnic minority households in 8 districts...
Along with that, the province has deployed support of over 50 billion VND to promote business start-ups, start-ups and attract investment in extremely disadvantaged communes and villages in ethnic minority areas; invest in and develop precious medicinal herb areas in Van Ho district; 5 inter-commune traffic projects; 8 market projects; maintain infrastructure in extremely disadvantaged communes and villages... The Program's capital has been used to invest in infrastructure to support production development and livelihoods for La Ha ethnic households in Quynh Nhai, Thuan Chau, Muong La districts...
Mr. Luong Van Toan, Deputy Head of the Ethnic Minorities Committee of Son La province, said: Up to now, all projects and sub-projects under Program 1719 have been implemented promptly and synchronously by localities across the province, and achieved positive results.
The mechanism of management, operation, assignment and coordination in the implementation organization has been gradually formed and put into order. The system of documents directing and guiding the implementation of the Basic Program has been issued in full and timely manner. The work of urging, checking and supervising the implementation of the Program has been carried out regularly.
Thereby, the socio-economic situation of ethnic minority and mountainous areas has been significantly improved; infrastructure has been strengthened; economic structure has shifted strongly towards commodity production. Contributing to stabilizing and improving the material and spiritual life of ethnic minorities, especially in remote, border and particularly difficult areas.
However, due to the large area and large number of beneficiaries, the work of reviewing beneficiaries, the expected implementation contents of each component project, selecting and proposing the expected investment portfolios, planning capital sources... from the grassroots level still faces difficulties. The progress of implementing some projects, sub-projects, and component contents is still slow.
Currently, Son La is continuing to review the difficulties and obstacles in the implementation process in localities. On that basis, promptly remove them, propose effective activities, and strive to complete the goals and tasks of the Program in 2023 and the 2021-2025 period.
