According to the Resolution of the 20th Provincial Party Congress as well as the Planning of Thai Binh province for the period 2021 - 2030, with a vision to 2050, Thai Binh sets the goal of becoming a fairly developed locality by 2030 and one of the industrial development centers of the Red River Delta; by 2050, it will be a developed province of the Red River Delta, with a prosperous economy , progressive society and a guaranteed ecological environment. To realize that goal, Thai Binh focuses on implementing three development breakthroughs, and one of the three breakthroughs is developing a sea-oriented economy to open up new development space to bring Thai Binh to further development.

Sustainable development of marine economy

In order to sustainably develop the marine economy, in recent times, Thai Binh has focused on effectively implementing Resolution No. 36-NQ/TW of the 12th Party Central Committee on the strategy for sustainable development of Vietnam's marine economy to 2030, with a vision to 2045. Along with focusing on developing the marine and coastal economy, Thai Binh has also invested in the construction of works serving the socio-economic development of coastal areas with a total allocated capital for the period 2019 - 2023 reaching more than 2,700 billion VND; including a number of key projects to develop transport infrastructure in coastal areas such as: the project to invest in the construction of the coastal road of Thai Binh province; the project to renovate and upgrade storm shelters, rescue and search and rescue to develop the marine economy and ensure security and defense of the southern coastal area of ​​Thai Binh province (Road 221A); Investment project to build main roads connecting functional areas in Thai Binh Economic Zone...

As one of two coastal districts of Thai Binh province, Thai Thuy district always focuses on sustainable development of marine economy. In the period of 2021 - 2023, the average growth rate of production value of Thai Thuy district reached 10.42%/year.

Mr. Nguyen Van Hoa, Chairman of Thai Thuy District People's Committee said: In order to contribute to making the marine economy a spearhead economic sector of the district, in recent times, Thai Thuy district has focused on investing in building infrastructure systems in coastal areas, creating favorable conditions for socio-economic development, focusing on implementing well the planning and construction of infrastructure in coastal areas according to the general planning for the construction of Thai Binh Economic Zone; proactively removing difficulties, drastically implementing site clearance to implement investment projects, especially key projects such as: coastal roads of Thai Binh province, Lien Ha Thai industrial park, connecting roads in Thai Binh Economic Zone, CT.08 highway...

Not only focusing on investing in construction of works serving the socio-economic development of coastal areas, to build and develop Thai Binh Economic Zone to become the focal point and driving force for economic development of the province, the investment in construction of infrastructure of industrial zones and clusters and the implementation of planning for construction of Thai Binh Economic Zone have been actively directed by Thai Binh. Up to now, Thai Binh Economic Zone has attracted 3 industrial park infrastructure projects including: Lien Ha Thai Industrial Park, Hai Long Industrial Park and VSIP Thai Binh Industrial Park.

Ms. Dang Thi Hiep, Sales Director of Green i-Park Joint Stock Company (infrastructure investor of Lien Ha Thai Industrial Park) said: During the project investment process, the Company has always received the attention, direction and timely support of provincial leaders as well as departments, branches and localities, especially the Management Board of Economic Zones and Industrial Parks of the province and Thai Thuy district from site clearance, infrastructure implementation to investment promotion and attraction. Therefore, after just over 2 years of construction, up to now, Lien Ha Thai Industrial Park has attracted 17 investment projects, with a total capital of nearly 1.3 billion USD. The work of perfecting the institution for sustainable development of the marine economy has also been focused on by Thai Binh province, such as: promulgating regulations on preferential policies and investment support in Thai Binh Economic Zone; issuing notices on industry orientations to attract investment in industrial parks and clusters; Issue a list of priority projects to attract investment in the 2021 - 2025 period; organize the emulation movement "Strengthening investment attraction in industrial clusters in the province"...

Opening up new development space through "sea reclamation" activities

With the aspiration to develop Thai Binh rapidly, comprehensively and sustainably, Thai Binh is determined to open up new development space through "sea reclamation" activities. That determination is clearly shown in the Thai Binh Provincial Planning for the period 2021 - 2030, with a vision to 2050 approved by the Prime Minister in Decision No. 1735/QD-TTg. Accordingly, Thai Binh focuses on developing a marine-oriented economy to create breakthrough developments in a number of areas: seaports, energy, entertainment services, resorts, marine ecology... Expanding the sea reclamation space according to regulations to create land funds for functional activities serving socio-economic development; forming a synchronous industrial - urban - service space, green, clean and beautiful coastal ecological landscape. In the province's sea space of about 487km2 , it is divided into very specific functional areas, including: security and defense areas; seaport, maritime transport and logistics areas; aquaculture and fishing areas; nature conservation, forestry and marine scientific research areas; marine resource exploitation areas; renewable energy exploitation areas; tourism and marine service development areas; sea encroachment areas serving industrial development and urban space development. Along with that, the Provincial Planning also develops a plan for using marine space including: Construction and upgrading of coastal defense areas according to regulations of the Ministry of National Defense ; port areas including: Diem Dien port area (Diem Dien estuary), Tra Ly port area (Tra Ly estuary), Ba Lat port area (Ba Lat estuary) and research on port areas outside the river mouth, seaward; aquatic seed production areas, intensive and high-tech aquaculture areas (Tien Hai and Thai Thuy districts); areas banned from exploitation for a limited period (Tien Hai district), aquatic resources protection areas (Thai Thuy district), artificial habitat areas for aquatic species, offshore aquaculture areas (Tien Hai district); Thai Thuy and Tien Hai wetland nature reserves to develop forests, protect the environment, biodiversity and minimize the impact of wind, storms, and rising tides; coastal wind power development areas of Thai Thuy and Tien Hai districts; Thai Binh sea tourism areas: Thuy Truong mangrove forest eco-tourism area, temple festival tourism area, Lady Muoi worshiping area associated with salt production area; Southern marine ecological urban area of ​​Thai Binh province are implemented in accordance with relevant laws. At the same time, building a coastal socio-economic space (including two districts of Tien Hai and Thai Thuy) not only connects with coastal provinces in the Red River Delta to develop socio-economic activities but also closely connects with the central urban area of ​​Thai Binh city to focus on developing new, advanced, and modern industries and services, keeping up with new development trends, creating competitiveness for the province.
