In particular, in the flood caused by the circulation after storm Matmo (storm No. 11), the central island of the old Thai Nguyen city - an area that had never been flooded in previous historical floods - was also flooded by the Cau River .
Previously, on the morning of October 7, the central round island of Thai Nguyen had not been flooded yet, so the authorities chose this location as a gathering point for forces and vehicles to respond to the flood. However, by the evening of the same day, the water level began to rise, causing flooding around this area.
Throughout the night of October 7, the Thai Nguyen Provincial Military Command deployed to evacuate people from dangerous areas.
