Establish mechanisms to attract scientific and technological talent.

Many ministries, sectors, and localities have not proactively registered their funding needs for development investment and recurrent expenditures for science, technology, innovation, digital transformation, and Project 06; human resources remain limited.

This situation was clearly pointed out by Prime Minister Pham Minh Chinh at the third meeting of the Government's Steering Committee on the development of science , technology, innovation, digital transformation and Project 06.

It's not just the lack of proactive action from ministries, departments, and localities, but also the fact that the institutions, mechanisms, and policies promoting science, technology, innovation, and digital transformation are incomplete and haven't kept pace with practical requirements. Digital infrastructure development hasn't kept up with the potential and economic growth rate... This is also the reason why our country's science and technology haven't experienced breakthrough development and haven't created momentum for socio-economic development in recent years.

With science, technology, digital transformation, and innovation as pillars of sustainable growth, establishing strong mechanisms and policies to attract talent in these fields has become more urgent than ever. This is because they are the core force creating new knowledge, technical solutions, and advanced technologies to improve labor productivity, shift the economic structure, and promote the digital economy. High-quality human resources will help Vietnam adapt and leverage its internal strengths in the current powerful Fourth Industrial Revolution.

Despite its importance, the implementation of attracting human resources for science and technology still faces many limitations. Although attention has been given, the incentive policies are not strong enough or attractive enough to attract and retain talent in general, and talent in the field of science and technology in particular. We also lack sufficient resources and a good working environment to attract high-quality human resources trained abroad to return home and contribute.

To attract high-quality human resources for science and technology, it is crucial to have breakthrough policies in identifying, training, valuing, and rewarding talent. Building a creative and healthy competitive work environment is essential. Alongside this, promoting cooperation between research institutes, universities, businesses, and the public sector in innovation is also necessary. Furthermore, institutional breakthroughs in this field are required. Accordingly, it is necessary to develop, amend, supplement, and perfect the Law on Digital Transformation, the Law on Intellectual Property (amended), the Law on High Technology (amended), and the Law on Technology Transfer (amended)...

To motivate research, the output of research products is of particular importance. Scientists and researchers all want their research to be realized through practical applications that serve socio-economic development. Therefore, there is a need for mechanisms to encourage the establishment of startup businesses that implement research products within research institutes and universities. This is the most effective solution to ensure that the research of scientists has practical applications and does not end up gathering dust in drawers.

At its recent Ninth Session, the National Assembly passed the Law on Science, Technology and Innovation with many groundbreaking policies to encourage those engaged in scientific and technological research. The law clearly stipulates the acceptance of risks in scientific research, technological development, and innovation; and “rewards authors of scientific, technological, and innovative research results with at least 30% of the profits obtained from leasing, selling, transferring, assigning the right to use, or independently exploiting and using the results”... These policies have a positive incentive effect on those participating in scientific and technological research.

The law has created an important legal basis to encourage scientific, technological, and innovative activities. The Prime Minister has also clearly indicated a timeline for finalizing policies to attract human resources. The important thing is that relevant agencies must act quickly to implement these policies. When policies are strong and attractive enough, they will attract many talented individuals to science and technology.
