On the afternoon of September 5th, in Hanoi, the Ministry of Finance held a nationwide online conference on the database system of the Steering Committee for resolving difficulties and obstacles in stalled projects (Steering Committee 751). At the Lam Dong branch, Provincial Party Committee member and Vice Chairman of the Lam Dong Provincial People's Committee Vo Ngoc Hiep and leaders from many departments and agencies participated.

At the conference, the Ministry of Finance disseminated and guided all ministries, sectors, and localities on the implementation of logging into the database system. Many topics, such as an overview of the 751 system; the structure of the 751 system; and instructions on using the general functions of the database system, were fully explained.

At the conference, localities presented difficulties and obstacles encountered during implementation, such as: difficulty in adding more project lists to the 751 system after provincial mergers; expanding the group of solutions for jointly handling a single project; establishing a group to directly guide provinces and cities in entering data and resolving difficulties and obstacles…

As of the end of August 2025, the country had 1,533 stalled projects that had been pending for many years, representing a significant waste of social resources and value. These stalled projects are related to obstacles in land management and use, planning, etc. Some projects have been identified as having irregularities, while others show signs of wrongdoing, and many are hampered by procedural issues. These stalled projects fall under the jurisdiction of both the central and local governments.

In Lam Dong province, there are currently 65 non-state-funded investment projects facing long-standing difficulties and obstacles. Many factors contribute to this situation, including: overlapping planning; projects conforming to planning but not yet meeting the conditions for commencement of construction; and investors failing to go through land use right auctions or bidding processes to select investors.
