On the afternoon of September 5, in Hanoi, the Ministry of Finance held a national online conference on the Database System of the Steering Committee on resolving difficulties and problems of backlogged projects (Steering Committee 751). At the Lam Dong bridge, Provincial Party Committee member, Vice Chairman of Lam Dong Provincial People's Committee Vo Ngoc Hiep and leaders of many departments and branches attended.

At the conference, the Ministry of Finance disseminated and guided all ministries, branches and localities to practice the contents of logging into the Database System. Many contents such as: overview of the 751 system; structure of the 751 system; instructions on using the common functions of the database system were fully disseminated.

At the conference, localities presented difficulties and obstacles in the implementation process such as: difficulty in creating additional project lists on the 751 system after the province merger; expanding the solution group to handle the same project; establishing a group to directly guide provinces and cities on difficulties and obstacles in data entry...

By the end of August 2025, the whole country had 1,533 backlog projects, lasting for many years, with huge social value and resources being wasted. The backlog projects are related to problems in land management, use, planning, etc. Among them, there are projects that have been identified as having violations. Some projects have signs of violations and many projects are stuck in processes and procedures. The backlog projects are under the jurisdiction of both the central and local governments.

In Lam Dong, there are currently 65 non-state budget investment projects with difficulties and long-standing problems. There are many reasons for this situation such as: problems due to overlapping planning; compliance with planning but not ensuring conditions for starting construction; investors do not go through land use rights auctions, bidding to select investors, etc.
