Highly focused on successfully organizing the 8th Central Party Congress of the Public Security

On October 2, in Hanoi, Minister of Public Security, General Luong Tam Quang chaired a conference to review public security work in the third quarter and the first 9 months of 2025; summarize the peak of attacking and suppressing crimes to ensure security and order for important events of the country and evaluate the results of 3 months of implementing the organizational model according to new administrative boundaries.

The fight against crime has achieved many remarkable results.

Reporting at the Conference, Chief of the Office of the Ministry of Public Security Major General Nguyen Quoc Toan stated: In the third quarter and the first 9 months of 2025, under the strong leadership and direction of the Central Public Security Party Committee, the Ministry's leaders, the People's Public Security force (PPP) has synchronously deployed working measures, maintained political stability, ensured security and order (SOC), contributed to promoting the country's socio-economic development and foreign affairs, and was recognized and highly appreciated by the Party, State and People's leaders.

In the third quarter, the Central Party Committee of the Public Security issued a thematic resolution on the development of science , technology, innovation, and digital transformation in the Public Security Forces. At the same time, it issued a comprehensive digital transformation project until 2030; approved the data development strategy and planning of the public security data center infrastructure.

The arrangement of the two-level local police apparatus according to the new administrative boundaries affirms the important and especially trustworthy role of the armed forces of the Party, State and People; at the same time, actively supports and accompanies the political system in deploying and operating the two-level local government apparatus.... After 3 months of implementation, the whole country has effectively operated 34 provincial-level police and 3,319 commune-level police, ensuring smooth operation, close to the people, and in close contact with the people....

Along with that, the police force has absolutely ensured security and safety for the activities of Party and State leaders and international delegations, especially on the occasion of the 80th anniversary of the August Revolution and National Day September 2.

The fight against crime has achieved many positive results, destroying many economic, drug, high-tech crime gangs, and food safety violations; focusing on implementing the target of 20% of communes, wards, and special zones being drug-free. Traffic accidents have been reduced in all three criteria; the number of fires has been contained and reduced compared to the same period in 2024. Notably, during the peak of the crime suppression campaign (August 1 - September 15), the police of all units and localities have simultaneously implemented professional measures, thereby contributing to maintaining security and order for Party Congresses at all levels and important political events.

Compete to achieve results to welcome the Party Congress

Speaking at the Conference, Minister Luong Tam Quang emphasized that, along with taking the lead in operating the 2-level local government model, the police force has excellently completed its tasks, with many indicators in the third quarter exceeding the second quarter and in the first 9 months of 2025 exceeding the same period in 2024.

Regarding the tasks from now until the end of the year, when the whole country focuses on holding the Congresses of Party Committees directly under the Central Committee, towards the 14th National Congress of the Party, the Minister requested the heads of police units and localities to uphold their responsibilities, concentrate highly, and comprehensively complete the annual work targets according to the resolutions and directives of the Central Public Security Party Committee and the Ministry of Public Security.

Focus on successfully organizing the Central Public Security Party Congress for the 2025-2030 term; do a good job of protecting internal political security related to the Party Congresses of ministries, branches, and localities and the preparation work for the 14th National Congress; deploy the plan to ensure security and order for the 14th National Congress, identifying this as a key task, launching a competition to achieve achievements to welcome the 14th National Party Congress with specific products and results. Advise and organize the signing ceremony of the Hanoi Convention to achieve the goals and requirements directed by the Politburo.

In particular, the police force will focus on improving the effectiveness of fighting and preventing all types of crimes. At the same time, the Ministry will organize the 4th conference on digital transformation of the police sector; widely disseminate the results of security and order assurance work and the activities of the Central Party Congress of the Public Security...
